Driven by this kind of psychology, with the accumulated advantages and brand effects accumulated over the years, China's chemical fiber association is hosting China.

The Sixth China International reclaimed polyester conference held by Specialized Committee and Shanghai optical fiber network and other units attracted nearly 250 participants on the opening day, including representatives from more than 10 countries and regions such as the United States and Europe.
Delegates generally agreed that from the national policy to the consumer concept and other aspects, it should be "renown" for recycled polyester products.
From supplement to partial substitution
The development speed of China's regenerated polyester industry is amazing.
From capacity alone, it will reach 7 million tons by the end of 2010.
The production capacity of recycled polyester staple fiber has accounted for more than 80% of the total capacity of the world.
Duan Xiaoping, President of the China Chemical Fiber Association, commended the opening speech of the conference: "under the condition that the government does not have many encouraging policies and the recycling system is not perfect, the regenerated polyester industry in China is still developing very well."
Indeed, from the last session to just now, the regenerated polyester industry has made breakthroughs in many aspects.
For example, the production of regenerated filaments from polyester waste last year is still at an early stage, which involves a very small number of enterprises, and technical equipment needs to be improved. This year, recycled filament has gradually become an important breed of recycled polyester, which is conducive to improving the utilization rate of renewable resources and the added value of products.
"With the enrichment and quality improvement of regenerated polyester varieties, the industrial status of regenerated products has gradually changed from supplement to partial substitution, and the price difference from original polyester products has also been reduced from 2000 yuan / ton to 500~1000 yuan / ton."

Sun ya, deputy general manager of Cixi Jiangnan Chemical Fiber Co., Ltd. depicts enterprise characteristics with several figures: it has been established for 11 years, and now produces 80 thousand tons of recycled polyester staple fiber annually; 95% of the waste materials are imported from more than 20 countries and 80% of products are exported; it is the only enterprise in the United States that exports the United States polyester staple fiber anti-dumping duty to zero; after the waste water treatment, 90% of the recycled water is used, and the energy consumption per unit product is nationwide.

Embarrassing facts
However, an embarrassing fact is that the recycling rate of China's recycled polyester industry is only around 50%, and the phenomenon of idle capacity is outstanding.
According to the analysis of participants, industrial concentration is limited, conventional capacity expansion is too fast, consumers are worried about recycled polyester products, and raw materials recycling system is not perfect.
At present, the production capacity of regenerated polyester is concentrated in the eastern coastal areas, of which two provinces in Jiangsu and Zhejiang account for more than 70% of the total capacity of the country.

Although industrial concentration has improved, it is still not enough.
As a result of the restriction of management level, technical equipment, market development and talent condition, the production is discontinuous and the scale effect is weak. The products are mainly low grade cotton, filling material and non-woven fabric, and the development of the filament products, high-grade knitted fabrics and high-grade home textiles, which have the function of moisture absorption and perspiration in the international market, is not developed.
Until now, it is still difficult for domestic consumers to accept the new consumption concept of "waste renewable resources - consumer goods", for example, many consumers are worried about the use of waste PET bottles and other household textile filling products, and equate them with "black heart cotton".
Because of this, there are more export-oriented enterprises in the industry, and it is more feasible to export regenerated polyester products to Europe, the United States and other laws and regulations which have relatively complete laws for the utilization of renewable resources, and sell them to foreign consumers who are willing to use recycled products.
Breakthrough in certification system construction
However, the road of export is not smooth sailing.
Although the total export volume has increased every year, domestic recycled polyester products are hard to be recognized by foreign brands.
The focus of the problem is on the requirement of "reconfirmation" for the regenerated products abroad. We must prove in some ways that the products are made of recycled raw materials.
In order to solve this problem, China recycling chemical fiber Specialized Committee, China plastics recycling Specialized Committee and related enterprises in-depth discussion, hand in hand with the international third party authoritative certification body Tianxiang group (Intertek), to create a product certification system and product standards in line with the characteristics of China's regenerated polyester industry.
Just one day before the meeting, the first batch of 7 enterprises passed the "Intertek recycled polyester management system certification". Ningbo Dafa chemical fiber also passed the "Intertek eco product certification", and Cixi Jiangnan eco product certification is also advancing smoothly.
It is reported that the regenerated polyester certification system jointly built by many parties includes two aspects. One is the establishment of a system for the demonstration of regenerated chemical fiber products or the whole process. The two is the establishment of an eco-environmental certification system for regenerated products.
Intertek eco Product Certification Department explained that the regenerated pet management system certification is similar to "BtoB". The regenerated pet product certification is similar to "BtoC", all in order to confirm the existence of recycled polyester.
And eco environmental certification can better relieve consumers' concerns. Test results tell them that recycled products are non-toxic, harmless and environmentally friendly, and can be used safely.
According to the reporter's understanding, many enterprises have been interested in the regenerated polyester certification system. Some enterprises have submitted materials quickly to Tianxiang group, hoping to pass the relevant certification at an early date.
At the same time, the construction of recycling chemical fiber industry standard is also gradually advancing.
In April 1st this year, the recycled polyester staple fiber industry standard was formally implemented. This is the first industry standard of recycled products in the world. It will help standardize the market and solve disputes.
Urgent raw material problem
Tan Yiwu, deputy general manager of Junfu Industrial Co., Ltd. in Guangdong, Japan's Circular Economy Promotion Law and garbage household sorting system were implemented successfully.
There are two systems for recycling PET bottles in Japan. One is the family based recycling system promoted by the government's solid waste disposal fund. The two is the private recovery system which is spawned by the strong demand of regenerated polyester in emerging countries such as China.
This makes the recovery rate of Japanese waste PET bottles as high as 90%.
In contrast, the EU's recovery rate is over 40%, and the United States is above 20%.
With the expansion of production capacity, the contradiction between supply and demand of raw materials in domestic recycled polyester industry is still increasing.
Domestic recycling of waste PET bottles has not yet been implemented in large-scale operation.
The state has imposed strict control measures on the import of wastes. Although the bottle and beverage bottles (bottle bricks) were adjusted from the import prohibition catalogue to the restricted category in 2009, it has produced positive effects on the industry, but it is still time to really relax the whole bottle imports.
At present, the State takes into consideration the actual situation, and the value-added tax that the taxpayers who meet the tax refund conditions achieve in 2009 will be returned to the taxpayer in proportion to 70%, and the value added tax on the sale of renewable resources in 2010 will be returned to the taxpayer at 50%.
The industry appealed to the state to further increase its support for the recycling, recycling enterprises and post processing enterprises. The value-added tax for the sale of renewable resources after 2009 will still be returned to the taxpayers at a rate of more than 70%.
