    According to the regulations, substances without pre registration will no longer be produced or imported into the European Union. Downstream users can only register for themselves, or find other legally registered suppliers.

    It is reported that the company's customers are mostly distributed in other EU countries outside Holland.


    The company emerged earlier this year in the VROM REACH OR qualification inspection.

    The OR has pre registered more than 10000 substances, but it can only provide details of producers, importers, registration deadlines and import tonnages of 10 substances.

    Then the inspector again checked the information with 26 customers, and found that the information had not improved, and there was still a great deal of inconsistency between the downstream user information and the data in OR.

    Subsequently, the company was again given 4 weeks deadline (up to October 2nd) supplementary information, and proposed 1 million euro / week administrative penalty.

    If it fails to complete, it will face a maximum fine of 4 million 500 thousand euros.

    According to the proceeds of OR, the inspectors set a higher level of fines in proportion.


    According to Ms. Killaars, the OR is performing well and has no irregularities. Therefore, Shi Hangzheng has not yet been punished, but he will be subject to several weeks of strict supervision.

    If the OR does not have further non-compliance in the next few weeks, administrative penalties may be cancelled.

    In addition, the Holland customs will inspect all chemicals designated by the Chinese manufacturers designated for this OR to export to Holland.


    The inspectors will continue to pay attention to this process, because the information required for verification seems to be provided by downstream users to OR, rather than by Chinese manufacturers designated by OR.

    They feel that OR must be under great pressure to update some simple information about customers, registration deadline and import tonnage.

    Ms. Killaars is worried that manufacturers are ready to pass the more complex data required for REACH registration, which must be achieved through effective communication in the supply chain.

    Once these data are not available, downstream users will be affected.


    As the OR is also active in other EU countries, Holland inspectors will invite counterparts from other countries to check their OR operations in other countries.
