However, many domestic enterprises still do not know how to apply for the certificate of origin of the China ASEAN Free Trade Area, so they can not enjoy the "zero tariff" preferences brought about after the completion of the FTA.

The certificate of origin is a document that certify the origin of goods. It is the "economic nationality" and "passport" for the entry of commodities into the international trade. Its most important function is to serve as the basis for the customs of the importing country to determine the tax rate.
The original goods exported to ASEAN countries that enjoy preferential tariff preferences in China must obtain the certificate of origin (FORM - E) issued by the designated government departments of China (AQSIQ and its entry exit inspection and quarantine institutions) for the "China ASEAN Free Trade Area".
After completing the registration of the local entry exit inspection and quarantine department, the enterprise may apply for the issuance of the FORM - E certificate.
It should be noted that the FORM E certificate must be submitted to the customs of the importing country within 4 months from the date of issuance, and the special case can be extended to 6 months.
The exporter, who accords with the preferential terms, shall submit a certificate of origin in written form to the inspection and quarantine institution, and also submit relevant documents (such as invoices for related items such as raw materials, parts and finished products).
Upon receipt of the application, the inspection and quarantine organ will check the contents of the China ASEAN Free Trade Area in accordance with the requirements, and will issue the certificate of origin.

Therefore, the Guangxi entry exit inspection and Quarantine Bureau reminds foreign trade enterprises that they should know their specific provisions when they export to the ASEAN market, so as to get the preferential tariff treatment.
According to statistics, in 2009, Guangxi entry exit inspection and Quarantine Bureau issued 41601 certificates of origin, with a visa amount of US $225 million 500 thousand, enjoying a preferential tariff reduction of about 82 million 550 thousand yuan.
In 2010, 1~8 issued 28620 copies of the visa, amounting to US $135 million 620 thousand, enjoying a concession of about 39 million 600 thousand yuan.
According to the introduction, based on the non reciprocity and dynamic nature of GSP, the developed countries will eventually close the door of GSP which was originally open to China.
