Yizhou is the largest silkworm production base in the country. In the 2589 natural villages in the city, there are more than 2400 natural villages, 91 thousand families, 410 thousand people engaged in mulberry cultivation and silkworm breeding, and 1 million silkworms were reared annually.

In the past, due to lack of treatment, every year, three million and four thousand tons of silkworm excrement were abandoned by the sericulturers at random and became the "public nuisance" of polluting the environment.

The treatment of Silkworm Feces is a headache for the government of Yizhou.

In order to control the pollution of silkworm excrement, the policy-making layer of the city took great pains, and initially adopted the "government mode" silkworm excrement collection pond, but the operation rate was low, and the pollution was not cured.

After several groping, Yizhou takes the "factory mode" as the embryonic form, and gradually explores the "Marketization Mode".
