    In March 18th of this year, the SASAC issued a "refunding order" for the real estate industry, requiring 16 central enterprises with the real estate industry to take the lead in implementing the state laws and regulations and related policies. The 78 central enterprises that do not take the real estate as the main business should speed up the adjustment and reorganization, withdraw from the real estate business after completing the phased work of the enterprise's own land development and real projects, and make clear the 15 working days to submit the exit plan. But to the end of the year, the 78 central enterprises to retreat slowly, and the spanfer of equity is most of the loss of enterprises, the real money of the company has not been spanferred.


    However, the SASAC said that not all the listed companies were loss making enterprises, such as COSCO's offshore property, both brand value and market value.


    The SASAC stressed that since the spanfer is in the property market, it has to be carried out in accordance with the relevant rules. It is sure that profitable enterprises and high-quality assets are more likely to be "watched" and can be successfully spanferred as soon as possible, otherwise they will have to wait for the "disk holders". At present, the overall cold of the real estate industry has also affected the progress of the spanfer.


    He said that public spanfer is not to say that it can be changed, but to comply with the laws of the market. On the one hand, the price should be appropriate, otherwise it may lead to the loss of state assets; on the other hand, enterprises are willing to take over, otherwise it will easily evolve into a "matching" policy of the government departments.


    He also said that the way out of some enterprises is to stop participating in the construction of new projects after completion of construction projects. The real estate businesses of these enterprises are small in scale, some only have one or two properties, others use their own land to develop real estate. Because some construction projects need a certain time to complete, and to solve the problem of staff resettlement, the exit may be even later. At present, these enterprises are paying close attention to the construction of the original projects and have not launched any new projects.


    The SASAC leader also stressed that the real estate business of the 78 enterprises accounted for less than 1.5% of the real estate market share, and the progress of the withdrawal would not have any substantial impact on the real estate market and housing prices.


    The 16 central enterprises identified by the SASAC are real estate, including China Construction Engineering Corporation, China real estate development group, China Poly Group Corp, Overseas Chinese Town Group Co, China Railway Engineering Corporation, China Railway Construction Corporation, China Sinochem Group Corp, China, China Metallurgical Group Co., Ltd., China Water Conservancy and hydropower Construction Group Corporation, China Gezhouba Dam group company, and 4 overseas enterprises, namely, Hong Kong China Travel Group Co., Ltd., Huarun, Group Co., Ltd. and Nan Guang Group Co., Ltd.
