As we all know, China's fine wool sheep industry has gone through three stages, the initiation stage (1952~1971 years), large-scale sheep crossbreeding.

A batch of new fine wool sheep has been developed successively. In the flourishing and brilliant stage (1972~1992 years), a large number of Chinese Merino sheep have been imported into China, and a new breed of Chinese Merino sheep has been bred. The wool quality and wool output have reached a new high. In the declining recession stage (1993 ~), the external wool impact, the pastoral area system reform and the mutton price soaring have led to a sharp decline in the number of fine wool sheep, a sharp fall in wool production and a low wool sheep industry.

However, it is this recent decade that agricultural management departments, research institutes, wool market and wool textile enterprises are actively calling on the government to pay attention to China's fine wool sheep industry and earnestly explore ways to revitalize the fine wool sheep industry.

Since 1999, Xinjiang has set up the first animal in China by establishing the fine wool producers' Association and establishing the brand of the "salad".

The standard system, "Xinjiang fine wool standard system", establishes fine wool industrialization base and technical support system, and constructs the fine wool industrialization pattern of "company (Association) + science and Technology (two hospitals) + base (farms) + market (Nanjing)", which has significantly improved the quality of wool, promoted the sale price of wool, and increased the income of farmers and herdsmen.

Subsequently, Inner Mongolia, Gansu, Jilin and other provinces and autonomous regions also vigorously carried out the standardization and industrialization of fine wool, especially the Inner Mongolia's Wu Xin banner, holding a continuous wool trade fair to promote the sale of domestic wool with high quality and high price.

Despite the efforts made by all sectors, the declining trend of China's fine wool sheep industry has not been checked.

After many investigations in 2008, the Xinjiang fine wool Producers Association put forward three measures to save the fine wool sheep industry in China, namely, the implementation of improved seed subsidy, wool direct subsidy and wool strategic reserve policy.
