In 2010, the revised renewable energy law and the decision of the State Council on accelerating the cultivation and development of strategic emerging industries mentioned the need to implement the renewable energy security system, but at the specific operational level, the relevant implementation details have not yet been promulgated.

The medium and long term development plan for renewable energy, issued in September 2007, also stipulates the mandatory market share target of hydropower and renewable energy generation. That is to say, in 2010 and 2020, the proportion of non hydro renewable energy generating electricity in the power grid coverage area to total power generation in the grid will reach 1% and 3% respectively. The total installed capacity of the non hydro renewable energy generating capacity owned by the investors with the total installed capacity of more than 5 million kilowatts will reach 3% and 8% of their total installed capacity respectively.

It is understood that in the future management measures, renewable energy generation quota system may have two forms: one is to allocate quotas to Power Grid Corp, which requires that a certain proportion of the electricity purchased must come from renewable energy sources; the other is to allocate quotas to the power generation enterprises, so that the generation of renewable energy in the electricity generated must be accounted for a certain proportion.

In view of the early layout of the quota system, the power companies have already prepared for a rainy day. Renewable energy such as wind power has occupied a certain proportion of installed capacity.

However, due to the lack of rules for the implementation of the quota system, the power grid enterprises have only macro objectives, and there is no restriction on specific management methods.

Insiders said that the introduction of the "renewable energy quota management measures" will provide a strong guarantee for renewable energy grid connection at the operational level, and the problem of wind power integration is also expected to be alleviated.

A few days ago, Zhang Guobao, director of the State Energy Bureau, said at the national energy conference that the State Energy Administration will actively implement the renewable energy law in 2011, and formulate measures for the management of renewable energy quotas.
