US Export Control Reform Excludes China
The 11 intergovernmental cooperation agreement, more than 70 commercial contracts, valued at $45 billion for procurement, is a fruitful visit to Hu Jintao.
But large purchases did not bring much gains to China.

"China welcomes the commitment of the US side to the rapid recognition of China's market economy status through the Sino US Joint Commission on commerce and trade in a cooperative way."
The statement said: "China welcomes the discussions between China and the United States on the reform of the export control system that is being promoted by the United States."
In the afternoon, Chinese Commerce Minister Chen Deming said in a foreign media interview that the United States discriminated against exports to China, which is one of the reasons for the high US surplus in China.
He also broke the news that the US government insisted on reform.

Subsequently, Bloomberg news agency interviewed Chen Deming and asked the exchange rate.
"A country's monetary policy will affect the international trade of a country in an all-round way, but if there is a trade imbalance between the two countries, it is not the issue of exchange rate. Rather, the two countries should sit down and talk about the obstacles to trade and how to make it more convenient."
Chen Deming pointed out when answering questions.
At present, the vast majority of China's trade with the world is settled in US dollars. The surplus is mainly from the United States and the European Union, and there is a big deficit in trade between Japan, South Korea, ASEAN and Taiwan.
Customs statistics show that between 2010 and October, China's total exports to the United States increased by 29.2% over the same period last year, and total imports increased by 31.8% over the same period last year.
However, the US mainstream media still regard exchange rate as the biggest problem of bilateral relations.
On the evening of 19 nights, some members of the two houses of the United States Congress declined to participate in the state banquet, which was interpreted by the outside world as Congress's dissatisfaction with China's exchange rate policy.
The crux of China's insistence on the imbalance of trade between the two countries is that the United States has too strict control over China's high-tech exports.
"We are very willing to increase imports, but the problem is not to control, so that we can buy what we want to buy."
Chen Deming said.
Since 2009, the Chinese government has intensified its demand for the United States to relax its high-tech export control.
At the beginning of 2010, the Obama administration proposed the "export doubling" plan, but so far there has been no change in export control to China.
"We have always hoped that the US government will be able to reform export control. We have waited for two years."
Chen Deming said.
He told reporters that in December last year, the US Department of Commerce announced a number of amendments to the export facilitation measures and is seeking public opinion.
This is the first step taken by the US Department of Commerce in response to Obama's export control reform.
"But China is totally excluded."
Chen Deming said.
According to him, this reform has adjusted the control procedures of 164 countries with export destinations, and there is no China on the list.
"One of the third major export destinations in the United States has been excluded, which is obviously not conducive to the employment of American enterprises and the United States."
Chen Deming said.
At the beginning of the new year, China and the United States signed a wide range of agreements, but the purchase order alone could not solve the fundamental problem of trade imbalance between the two countries.
At the end of the interview, Chen Deming shook hands with the Chinese reporters who were listening to the interview and said in Chinese, "speak more sharply".
