China'S First Available Uninhabited Island Has The Longest Development Life Span Of 50 Years.

In April 12th, the State Oceanic Administration announced the first batch of 176 development and utilization projects in China.

It is reported that the development and utilization of uninhabited islands mainly involve tourism, entertainment, pportation, industry, warehousing, fisheries, agriculture, forestry and animal husbandry, renewable energy, urban and rural construction, public services and so on.

Not in principle

Lv Caixia, director of the office of island administration of the State Oceanic Administration, said that in accordance with the requirements, units and individuals should submit detailed plans for the development and utilization of the islands to be prepared according to the island's protection and utilization plan formulated by the government after the application of the islands is made. After obtaining sufficient approval from the experts and approval by the State Council or the provincial people's governments, the right to use the islands without residents can be obtained.

She also stressed that expatriates and foreign-funded enterprises could apply for the development and use of the above-mentioned uninhabited islands, but they must be submitted to the State Council for approval.

According to the administrative regulations on the collection and use of gold for uninhabited islands previously issued by the Ministry of Finance and the State Oceanic Administration, the state has implemented a system of compensated use of uninhabited islands.

The usufruct of uninhabited islands can be pferred by means of examination and approval, and may also be sold through bidding, auction and listing.

Among them, tourism, entertainment, industrial and other operating island has two or more than two intentions, all will be implemented by bidding, auction and listing.

The system of minimum price restriction should be applied to the pfer of usufruct of uninhabited islands.

About selling

The reporter learned that the first batch of development and utilization of the list of uninhabited islands by the State Oceanic Administration focused on 8 provinces and autonomous regions including Liaoning, Shandong, Jiangsu, Zhejiang, Fujian, Guangdong, Guangxi, Hainan and so on, totaling 176.

Among them, there are 60 in Guangdong and 50 in Fujian.
