In April 11th, a post posted by the Internet on Sinopec Guangdong Petroleum Branch buying high-end liquor and four invoices for buying "sky wine" were triggered, which triggered a heated debate among netizens.

The next day, Sinopec Guangdong Petroleum Branch acknowledged that the content of the net post was true, but concealed the truth about the use of liquor.

The Sinopec Party group immediately set up a joint investigation team. After a series of investigation and evidence collection, Lu Guangyu, former general manager of Guangdong Petroleum Branch, privately borrowed 1 million 589 thousand yuan to buy 480 bottles of white wine and 696 bottles of red wine in September last year.

Subsequently, through the account making, the wine was pferred to the non oil business channel of Guangzhou Petroleum Branch, and it was pocketed through false sales, fraud and loan invoices.

Geng Limin said that there were three main problems in Lu Guangyu's purchase of high-grade liquor: first, it was a serious violation of the "three major and one big" (that is, decisions on major matters, appointment and removal of important cadres, important project arrangements, the use of large amounts of funds, decisions to be made through collective discussions), decision-making system and internal control system of enterprises, without the collective research of the leading bodies of the company, buying high-grade liquor without authorization; two, the operation process was not open, opaque and evading supervision; and three, it was through false means to deal with superior inspection and fraud organization.

After the above investigation report was formed, it was signed and confirmed by Lu Guangyu in April 23rd.
