    China's economy has maintained steady and rapid growth for many years, and the achievements of economic development attract worldwide attention.

    However, due to the fact that the development pattern has not changed in time, the problem of resources and environment has become increasingly prominent, which has seriously restricted the healthy and sustainable development of the economy and society.

    On the one hand, we can no longer achieve rapid growth by consuming energy and resources without restraint. On the other hand, the international energy environment we are facing is becoming more and more complex. The difficulty of obtaining all kinds of energy resources from the international market will become more and more serious. The supply capacity of resources has already formed a rigid constraint on economic growth, and it is not allowed to continue the rapid growth of the economy on the basis of large consumption of resources and energy. The fundamental pformation of development mode is imperative.


    Putting energy conservation and emission reduction as binding targets in the planning outline is also an inevitable choice for China to respond to climate change and solemnly promise to the international community.

    In your opinion, what aspects of "12th Five-Year" textile energy conservation and environmental protection work need to be strengthened?


    Li Yangzhe: the textile industry is one of the most energy consuming industries in China.

    According to statistics, there are more than 50 thousand Textile Enterprises above Designated Size in the whole country. The industry consumes more than 70 million tons of standard coal annually, and there are more than 700 textile enterprises that consume more than 10000 tons of standard coal annually, which is an important field of industrial energy conservation in China.


    China has increased the energy conservation and emission reduction efforts in the textile industry during the "11th Five-Year" period.

    In the textile industry adjustment and revitalization plan issued by the State Council, it is clearly stated that in 2009 ~2011, the energy consumption per unit of added value of the textile industry should be reduced by 5% annually. In 2011, the printing and dyeing capacity of 7 billion 500 million meters high energy consumption, high water consumption and low technology level could be eliminated, and 2 million 300 thousand tons of chemical fiber backward production could be eliminated, and the target of backward production of cotton spinning and wool spinning should be eliminated.

    In the "thousand enterprises energy saving action", 18 large textile enterprises that consume more than 180 thousand tons of standard coal in the year are included in the system, so as to achieve the goal responsibility system, carry out energy audit, and implement energy-saving measures such as energy saving technology pformation.

    In the past 5 years, the energy conservation work in textile industry has made positive progress, and new energy-saving technologies and equipment have been widely applied in the industry.

    According to comparable prices, the comprehensive energy consumption per unit added value of textile industry decreased by about 40% in 2006 ~2010.


    According to the requirements of the binding index set forth in the "12th Five-Year plan" plan, the task of energy conservation and emission reduction in the textile industry in the coming years is still quite arduous.

    The textile industry needs to give prominence to the role of energy conservation in promoting industrial upgrading. By eliminating backward industries, increasing barriers to entry, and curbing overcapacity in the industry, we should focus on developing products with high technology content, high added value and low consumption of resources, so as to enhance the competitiveness of the whole industry.

    Li Yangzhe: for a long time, the textile industry has made great contributions to China's economic and social development, especially to solve the problem of labor force employment. In the world, it has won the market with high quality and low price, and has maintained a strong international competitive advantage.

    However, in recent years, with the increasingly prominent contradictions between domestic resources and environment, the continuous increase of labor costs and the further improvement of green and low carbon standards in the international market, China's textile export competitive advantage is facing new challenges.

    How to find new growth points and continue to maintain the international competitiveness of products has become an important topic facing the textile industry at present.


    Under the current international and domestic situation, changing the way of development, promoting industrial upgrading, and developing a low-carbon and green way are undoubtedly the only choice for the sustainable development of the textile industry.

    One of the important starting points is energy conservation and emission reduction and energy efficiency enhancement.

    In the United States, energy efficiency has been regarded as an important resource. Energy saving and energy efficiency not only have the lowest risk and the most extensive demand, but also have the greatest potential and the cheapest cost.

    Research by relevant US agencies shows that by raising energy efficiency, the cost of saving 1 kilowatt hours per kilowatt hour is only 0.03 US dollars, far less than the cost of other forms of electricity.

    In this sense, energy conservation is the creation of energy at the lowest cost.

    At the same time, energy conservation and energy efficiency are also effective ways to reduce carbon emissions.

    China's textile industry must comply with the international development trend, give priority to the use of energy saving and low carbon raw materials, technology and equipment and technological process, improve the energy efficiency of all links in the production, strengthen the management of energy conservation within the enterprise, reduce the production cost and export base of the products from the perspective of energy conservation, and enhance the international competitiveness.

    Li Yangzhe: "enterprise energy saving low carbon leadership" training project is a public welfare training activity jointly sponsored by the national energy conservation center and the World Wide Fund for nature.

    There are four events in Yunnan, Yuxi, Shaanxi, Tongchuan, Hebei Baoding and Shanghai.

    The first two phases have been successfully completed, and nearly 100 training enterprises are responsible.

    We have invited relevant experts to train China on energy saving and emission reduction and climate change policy, development opportunities and low-carbon strategy formulation, energy management system framework construction, case analysis and energy saving financing. Experts and entrepreneurs can answer questions through on-site interaction.


    The reason why the project chooses enterprises as the main body of training is that enterprises are the main body of economic operation, and the pformation mode of economic development put forward by the Central Committee will ultimately be implemented at the enterprise level.

    The practice of "energy saving in 11th Five-Year" also shows that enterprises, especially industrial enterprises, are the key targets of energy conservation and emission reduction.

    In this process, business leaders play an important role.

    Often the leaders of an enterprise attach importance to energy conservation, and the energy conservation work of this enterprise is more significant.

    In the "thousand enterprises energy saving action", we evaluated the responsibility of the enterprise's energy saving targets, and promoted thousands of enterprises to set up the energy conservation management system, which was commanded by the responsible persons of enterprises, and laid a good foundation for the enterprises to carry out energy-saving technological pformation and carry out the new energy saving mechanism.

    The energy efficiency of thousands of enterprises is very significant. In the past 5 years, we have saved 1.5 million tons of standard coal and reduced carbon dioxide emissions by more than 3 million tons.


    I think energy saving work needs to be considered from a holistic perspective.

    The realization of energy saving mainly depends on three ways, one is structural energy saving, the other is technological energy saving, and the three is management energy saving. The two is energy saving.

    In the aspect of structural energy conservation, we should promote the adjustment of industrial structure, increase the elimination of backward production capacity, and curb the fast rising of "two high" industries, so as to achieve energy saving and efficiency while optimizing the industrial structure and promoting industrial upgrading.

    In terms of energy saving, enterprises should be guided to implement energy saving technology pformation, encourage enterprises to use new technologies, new processes, new equipment and new materials, effectively promote the technological progress and management level of high energy consuming industries, and realize the pformation from extensive management to meticulous management.

    In the aspect of managing energy saving, we should optimize the energy management system to achieve energy saving and efficiency enhancement, and also create conditions for accelerating the application and popularization of energy saving technology, technology and equipment.
