    In fact, "inclusive growth" was first proposed by ADB in 2007, and also a concept gradually perfected by international organizations in recent years.

    Although the concept was put forward on the basis of China's accession to the WTO and the rapid growth of the economy, it is undeniable that it is becoming more and more extensive.

    "Inclusive growth" can generally refer to the development of the world, countries, regions and even specific industries, because the rapid growth in recent years has caused a lot of problems such as disharmony, imbalance, unsustainability and so on. Advocating "inclusive growth" is particularly urgent and important.


    From 2002 to 2007, China's annual economic growth rate reached 11.65%, especially in 2004 and 2005. This round of growth was more obvious, even more than 10%, and 2006 and 2007 were 12.7% and 14.2% respectively.

    At that time, the main concern of the whole society was economic growth, but there were some problems in the process of economic growth. If China's GDP continues to grow above two figures, the pressure on resources and environment will increase, and the contradictions caused by the uneven growth itself will also increase.


    It's not alarmist. China's resources and energy cannot support the economy's rapid growth.

    In addition, the factors leading to imbalance include investment and export promotion, while the proportion of consumption is low. The proportion of heavy industry in the industry is high and the proportion of service industry is low. Compared with the society, the development of the social field is relatively poor, especially the income distribution structure, the income distribution situation and the gap between urban and rural areas.

    This growth is not simply economic growth, but should be taken into account in other areas, especially the balanced development of various fields in the environment and resources.

    It can be said that "inclusive growth" includes economic, political, cultural, social, ecological and other aspects, and economic growth should be coordinated with other aspects.


    From the perspective of an industry, "inclusive growth" has many similarities from the perspective of the state.

    For example, the core of inclusive growth should be the innovation of development mode, especially in the wake of the global financial crisis. China is facing unprecedented economic development challenges. It must pform its simple and extensive development mode from the former export-oriented economy to the other.

    Mainly from extensive growth to intensive development, upgrading from the low end of the industrial chain to the high-end of the industrial chain, from labor-intensive to technology intensive.


    The key to the implementation of inclusive growth lies in industrial development, and industrial development must be based on national strategy and macro regulation.

    For the key industries and strategic resource types related to the national economy and people's livelihood and national security, it is necessary to integrate the industrial chain from the perspective of national strategy and use macro control measures to make a new overall layout of industrial development.

    In particular, we must correctly handle the relationship between the three industries, while optimizing the industrial structure, vigorously promote the service industry, especially the production oriented service industry. At the same time, we should nurture the two aspects of capital and technology, promote the industrialization and modernization of agriculture, and form a three industrial structure with reasonable structure.

    It can be seen that China will assume more responsibility for the coordinated development of the global economy in the absence of entry into the ranks of developed countries.


    As an export oriented textile industry, we must pay special attention to the inclusive development of foreign economy.

    In this regard, experts believe that we should strengthen the win-win development with developed countries, coordinate development with emerging market countries, complement each other with resource-based countries, and link up with poor countries.


    As the international market still strongly affects the implementation of China's textile exports and the strategy of "re industrialization" and "expansion of exports" in some developed countries, China's textile industry should pay attention to the win-win development with the developed countries in the future, strengthen the communication and exchanges at the technical level, and form a new mutually beneficial development mode by expanding the import of goods from developed countries and accelerating the formation of international technology alliances.

    On the other hand, based on the characteristics of development and economic characteristics of major emerging market countries, the two sides are urged to strengthen coordination and strive for the right to speak in the international organizations of emerging economies, work hand in hand against trade protectionism, give full play to comparative advantages, strengthen cooperation in low-carbon economy, and form a reasonable international division of labor.


    In the long run, the shortage of global resources will become the norm. The domestic textile industry should gradually push forward the long-term mechanism of resource supply with resource-based countries, accelerate the pace of "going out" and develop resources, and eventually form a complementary development with resource-based countries.

    At the same time, we will integrate international markets with foreign investment, and actively help poor countries strengthen industrial capacity building and enhance their self-development ability. On this basis, we will speed up our export to these regions and allocate resources in a wider scope to form a docking development with poor countries represented by African countries.


    There are two sides to every problem. "Inclusive growth" is not mandatory at the beginning. But when it comes to "inclusive development" in a new ten year starting point, China has endowed it with new connotation.

    Just like last year, in order to accomplish the task of binding energy saving and emission reduction targets in 11th Five-Year, some parts of our country have adopted measures to limit power. Although these practices need to be improved and perfected, they have won the praise of the world.


    For inclusive development, instead of passive acceptance, it is better to take the initiative to change.
