The reporter learned from the service intermediaries of the high and new identification service that several high and new indicators identified by the management measures need first internal adjustment, such as the proportion of academic qualifications, R & D personnel ratio, R & D expenses in proportion to sales, the proportion of high-tech products (services) to total revenue, the number of patents, the pformation capability of scientific and technological achievements, and the growth of sales and total assets.
A service intermediary told reporters, "we first need to understand the quality of the enterprise, and some hard targets can not reach it. In accordance with the conditions stipulated in the "management measures", the R & D expenses of enterprises with sales income of more than 200 million yuan should not be less than 3% of sales revenue.
According to the reporter's understanding, a consultancy fee charged by a new high tech service intermediary is divided into four grades according to the annual income of the service object. The fee is less than 10 million yuan, the fee is 20 thousand yuan; 10 million -5000 yuan, the fee is 30 thousand yuan; 50 million -1 billion yuan, the charge is 50 thousand yuan; 100 million yuan or more, the fee is 80 thousand yuan.
"We have the advantage of applying for high and new enterprises on the basis of our own businesses. We are familiar with the audit institutions and operate more conveniently. Once we confirm that we are serving an enterprise, we can not guarantee that we will pass it, but 90% will always have it."

"The national high and new policy can support the enterprises in the key high-tech industries. The original intention of the policy is unquestionable, but the execution links are not in place.
Some of the less qualified enterprises find black intermediary packaging for tax avoidance, and even create the phenomenon of rent-seeking in the process of identification.
