During the period of development, great achievements have been made in textile standardization in China.
Standard formation system.
By the end of 2010, there were 1453 standards in the whole industry, including 549 national standards and 904 industrial standards. A national standard has been formed, which is in line with the standard of the industry, and is coordinated with the recommendation. The general basis and method standards are in line with the product standards. The standard age structure is basically reasonable. It involves various industries such as textile fibers, yarns, fabrics, products, garments, and textile equipment, covering the three major application fields of household, household and industrial applications, basically meeting the needs of industrial development for standardization.
Technology is organized into a network.
At present, there are 26 standardized technology organizations in the whole industry, of which 6 are technical committees, 17 are technical committees, and 3 are technology affiliated units.
Standardization technology organization recruits experts from industries, enterprises, testing institutions and stakeholders to provide important organizational support and intellectual support for standardization work.
Progress has been made in international standardization.
At present, 323 of the 452 related international standards have been pformed into Chinese standards, with a conversion rate of 71.46%.
Since 2007, China has undertaken the Secretariat of the technical organization of the international standardization organization such as ISO/TC38, ISO/TC38/SC2 and ISO/TC38/SC23. It has independently put forward the international standard proposals such as the determination of two o-benzoic acid esters in textiles and the electronic classification and testing methods for raw silk.
In addition, the textile industry has done a lot of work in the standardization of scientific research, the implementation of standards and the promotion of enterprises' participation in standardization work. In recent years, 7 standards have been awarded the "China standard innovation contribution award" issued by the State General Administration and the National Standards Committee. The 23 standards and standards research projects have won the scientific and Technological Awards of the China Textile Industry Association, and have achieved remarkable economic and social benefits.
It should not be overlooked that there are still some problems in textile standardization. For example, standardization work is not well suited to the needs of China's market economy and industrial development; the field of standardization is relatively fine, and there are problems of cross and non convergence among some standards; there are still gaps and gaps in the standardization of technical organization; standardized management of multi management, lack of effective consultation and coordination mechanism, low work efficiency, and lack of effective support and protection for standardization work.
The next five to ten years will be a critical period for China's textile industry to make a comprehensive sprint to the powerful nation. The grand blueprint for building a strong textile nation has put forward higher requirements for standardization work.
The textile industry standardization "12th Five-Year" development plan put forward that, by 2015, the textile industry standardization will strive to achieve the standard setting cycle in 2~3, and the standard age control within 5 years, basically solve the problem of lack of standards and technical lag; solve the coordination and matching problems between standards, further optimize the standard system; adopt the international standards, make the main technical indicators of the general base and method standards conform to the international standards; further optimize the allocation of standardized technology organizations; strive to put forward and formulate more international standards in the field of China's superior industries, and assume the Secretariat of the relevant technical organizations of the international standardization organization.
Generally speaking, we need to improve the overall standard level, optimize the standard system structure, seek greater international breakthroughs, and innovate the standard working mechanism.
By vigorously promoting standardization, we will further play the supporting role of standardization in promoting and promoting industrial adjustment and upgrading, changing the mode of economic growth and enhancing international competitiveness.
Key work must be done well.
In order to achieve the goals set forth in the 12th Five-Year plan, I think standardization work needs to be further strengthened in the following aspects:
First, we should improve the working mechanism of openness, pparency and extensive participation.
It is suggested that the standard coordination system for publicity should be implemented; a liaison system should be established between the relevant standards committees; in the process of standard setting, the parties concerned should be consulted extensively in appropriate forms; and the whole process of supervision on mandatory standards, relevant standards of various industries, and the formulation of important product standards should be strengthened; the standard quality inspection should be strengthened, the standards should be formulated, and the responsibilities of all parties should be amended.
Two is to strengthen the supervision and management of standardized technology organizations.
Straighten out the functions and scope of work of the existing bidding committee, optimize the standardization of technical organization system, strengthen the internal construction of the bid committee, ensure that the bidding committee carries out various tasks in accordance with the regulations of the National Professional Standardization Technical Committee, and establish and implement the performance appraisal, award, punishment and withdrawal mechanism of the bidding committee.
Three is to strengthen standards research.
Vigorously promote the coordinated development strategy of standards formulation and R & D, and include standard research in the national, industrial and local levels of science and technology development planning, so as to keep pace with the pace of technological development, and accelerate industrialization of scientific and technological achievements through standards. We should strengthen cooperation with relevant institutions such as universities, research institutes and enterprises and institutions, so as to form a standardized scientific research mechanism of government, production, learning, research, and multi standard collaboration, so as to promote the standard level of scientific research.
Four is to vigorously promote the implementation of standards.
We should take various forms, strengthen standards publicity, carry out training, promote the implementation of standards, cooperate with each other and push forward the major standards related to mandatory standards and industries, carry out the evaluation of standard implementation effect, and form an effective standard maintenance mechanism.
Five is to strengthen the standard team building.
Experts from the professional quality and enthusiastic standardization should be strengthened as a member to strengthen the team. The bid committee should strengthen the training of members, update the knowledge structure of talents, strengthen the training of talents with international standardization, and provide personnel guarantee for substantive participation in international standardization work.
In addition, we should speed up the construction of efficient and efficient standard information platform, enhance the standard of service capability and level, strive for multi support, and strive to establish diversified standard funding channels to adapt to market economy.
Government functions must be changed
In the process of standardization development in China, the government plays a leading role.
With the deepening of the construction of the socialist market economy, especially in the context of WTO accession and economic globalization, how can the government standardize the work to adapt to the new international and domestic environment?
In fact, since the reform and opening up, especially in the past ten years, the market adaptability of China's standardization work has been greatly improved, but it still has a distinct brand of planned economy. The government has been meticulous and dead in the standard work, which is not conducive to the exertion of the main role of the enterprise.
From the standard itself, it is a basic technical work, not an administrative act.
Therefore, the government should change its concept, do something or not, focus on the macro management of standardization work, create a good standard of the rule of law environment, establish an effective management system and operation mechanism, realize fairness, openness and pparency, and achieve the coordination of interests among enterprises, users and the society through laws and systems.
As far as products are concerned, the government should make great efforts in product quality related to health, environmental safety, and so on.
In standardization work, the government should guide enterprises to set standards voluntarily and choose and use them independently.
How to locate the government in the standardization work will decide the future development path of standardization work.
As an important technical support for economic and social development, standard work must serve economic construction, social needs and scientific development.
This requires that in the future work, whether it is standard establishment, formulation, publication, implementation or supervision, we must concentrate on serving the overall situation of economic, social needs and scientific development.
This is also our standpoint and starting point in our standardization work.
At the same time, the standardization of technology and public welfare, and we must follow the inherent law of standardization work, do a solid job in every detail.
For example, does the standard drafting follow the principle of purpose, performance and verifiability? Is the standard making process pparent and open, and whether the relevant stakeholders are widely involved?
These details determine whether a standard is applicable, advanced and scientific.
Therefore, the standard work must start from the subtle aspects.
At present, there are some undesirable phenomena in standardization work, such as quick success and instant benefit, even using standards as control chips and profit making means. This is a way of ignoring the overall situation and not conforming to the development law of standardization, and should resolutely put an end to it.
Only in this way can we promote the sustainable, healthy and harmonious development of standardization work.
