Wang Yongming pointed out that the Xinjiang textile industry revitalization plan and the textile industry "12th Five-Year" development plan clearly put forward the key construction of the "two cities, seven gardens and one center", namely, the construction of two textile cities in Shihezi and Akesu. According to the 13 existing parks which are more concentrated in the textile industry, according to the development trend, 7 key textile industrial parks were established, and Urumqi was built as a regional international textile.

At present, there are nearly 30 well-known textile enterprises at home and abroad in Xinjiang. Among them, the scale of newly built and reconstituted cotton textile projects is about 3 million 400 thousand spindles, accounting for more than 75% of the total capacity of the whole industry.

Wang Yongming said that Xinjiang will take the strategic opportunity of pferring the textile industry to the central and western regions and raw materials producing areas in the eastern coastal provinces and cities, attracting more than 28 billion yuan during the "12th Five-Year" period.

The major textile enterprises and large groups that have the advantages of industrial chain and sales channels both at home and abroad will establish the front-end of the industrial chain, and build a cross regional chain with close links between upstream and downstream industries, so that the in situ conversion rate of cotton yarn will reach over 20% in 12th Five-Year, and the conversion rate of cotton cloth will be over 15%.
