Biden's Visit To China &Nbsp; Intended To Understand Xi Jinping.
US officials hope that vice president of China Xi Jinping Biden, vice president of Joe Biden, who visited China, could borrow this rare opportunity to understand Xi Jinping's personality and politics. During his four day visit to China, Biden is expected to discuss China's financial problems with Washington and the prospect of US arms sales to Taiwan. Xi Jinping is considered to be China's future leader.
Biden will arrive in Beijing on Wednesday and is scheduled to hold at least five meetings with Xi Jinping. Xi Jinping, 58, is expected to take over the post of general secretary of the CPC Central Committee next year and will assume office as chairman in 2013. The Chinese leadership has a big shift every 10 years.
Besides attending two official meetings and a dinner with Biden in Beijing, Xi Jinping will also visit Dujiangyan, Sichuan province with Biden this weekend. In the 2008 Wenchuan earthquake, Dujiangyan was badly damaged.
U.S. officials say Xi Jinping will also have informal dinner with Biden at a restaurant in Chengdu, capital of Sichuan province. It is an unusual move for any member of the Standing Committee of the Political Bureau of the CPC Central Committee, who is secretive, not to mention the future leader.
Although Xi Jinping has met with other visiting US officials, he has never appeared in such a high-profile occasion with an American official as vice president of the state. He is expected to make his first visit to the United States next year. In addition to his official resume, little is known about the situation of Xi Jinping, but last year, an American diplomatic message released by WikiLeaks showed that he liked the Hollywood World War II films.
His latest public view of the United States was in a speech in Mexico in 2009. In his speech, he strongly criticized those "foreigners who had nothing to do" who would only be China's sworn foreigners, which made Washington unhappy.
Therefore, whether it is Chinese officials or U.S.A Officials will pay close attention to his words and deeds, as well as his official speech, in order to understand his views on Sino US bilateral relations and what changes he will bring after he becomes the top leader of the world's second largest economy.
Biden's national security adviser, Antony Blinken, told a conference call with reporters that one of the main purposes of Biden's trip is to understand China's future leadership and establish relations with Vice President Xi Jinping. In short, we are investing in the future of us China relations. (Blinken)
In 1979, Biden visited China for the first time as a US senator, and he visited China again in 2001.
The visit to Sichuan appears to be a deliberate decision made by the Chinese Communist Party to enhance the popularity of Xi Jinping: Dick (Cheney) and Gore (Al Gore) have visited China in the capacity of vice president of the United States, but from official reports, they only held a formal meeting with vice president of China in Beijing during their visit to China.
The trip to Sichuan also provided an opportunity for Xi Jinping and Biden to meet with the Chinese public and highlight the positive side of Sino US Relations: after the Wenchuan earthquake in 2008, the United States provided about $2 million 600 thousand in aid.
As a future Chinese leader, Xi Jinping must strive to be too weak for the United States in the presence of Nationalist Chinese public and tough military officials, and can not be too strong before foreign governments that are worried about China's growing military and economic influence.
At the same time, he must also comb China's views on some sensitive issues in Sino US relations, including long-term disputes over trade, intellectual property rights, human rights and the Taiwan issue. China claims that the autonomous Taiwan island is part of China's territory.
China's Ministry of foreign affairs did not respond to requests for comment on the visit, but analysts said that as the largest holder of US Treasury bonds, China's top priority is to seek the US guarantee for its US dollar assets after the Standard & Poor s downgraded the US long-term treasury bonds.
The state-run Xinhua News Agency wrote in a commentary on the visit on Tuesday that China is the largest in the US. Creditor country The US economic policy changes and the stability of the US dollar are closely related to China.
Last week, the Xinhua News Agency urged the United States to quit the "addiction to debt" problem. A senior reporter from the people's daily of the Chinese Communist Party mouthpiece suggested that China use "financial weapons" to punish us arms sales to Taiwan.
Although this direct threat will be avoided, Xi Jinping and other leaders will again declare their opposition to US arms sales to Taiwan. Last time, the US arms sales to Taiwan were in January 2010, and China interrupted military relations between China and the United States for 12 months.
However, according to some Western diplomats and Chinese analysts, this issue may not occupy the dominant position as last year, because more and more people in China expect the us to reject Taiwan's request for 66 new F-16 jets.
Chu Shulong, a professor of international relations at Tsinghua University, said the United States is more cautious about arms sales to Taiwan, and most people appreciate this. China understands that the United States is unlikely to stop arms sales to Taiwan completely.
He said that if the United States agreed to upgrade only the existing F-16 fighters in Taiwan, although China may still strongly protest, it may not break military relations again.
It has been reported that the United States has informed Taiwan of the decision to upgrade the older fighters and rejected Taiwan's request for new fighters. Russell, senior director of Asian Affairs at National Security Council (Daniel Russel) declined to comment.
He said Biden would not mention this issue, but we would not be surprised if China mentioned Taiwan.
The US Department of state and the Ministry of defense of Taiwan have said that no decision has yet been made as to whether to upgrade Taiwan's existing F-16 A/B or to sell a new F-16 C/D.
But the United States has accepted the official "petition" requested by Taiwan to upgrade, and since 2006, Taiwan's request for the purchase of a new fighter plane has been rejected three times. According to people familiar with the matter, Taiwan has not yet put forward a new purchase request, because the US government has already expressed its opposition.
Bu Ruizhe Richard Bush, former chairman of the US Taiwan Association and Brookings Institution, said that I would not be surprised if Biden told the Chinese side to upgrade Taiwan's F-16 A/B.
He said the United States is unlikely to make a decision to sell new fighter planes to Taiwan.
Han Boru, President of the U.S.-Taiwan Business Council, also said that he believed that since China's leaders would visit the United States in the coming months, the United States would upgrade its fighter planes without providing new fighters.
