According to the current labor law and minimum wage regulations, the minimum wage standard generally adopts two forms: the monthly minimum wage standard and the hourly minimum wage standard, and the monthly minimum wage standard applies to full time system.

The minimum wage for workers is applicable to part-time workers. Wages generally include bonuses and allowances.
Because this public policy, especially in terms of the minimum wage standard, includes those specific subjects, which are quite vague and soft. Therefore, throughout the country, in the formulation of the minimum wage standard, "sing the number of each one, sing each tune".
For the time being, there are only a few places in the country, such as Shanghai and Beijing, which stipulate that the monthly minimum wage standard does not include the social insurance premium and housing accumulation fund that individuals should pay in accordance with the law. The two fees are separately paid by the employing unit according to the regulations, that is, the "naked wage".
Elsewhere, for example, Zhejiang, Shenzhen, Shaanxi, Hainan and other places require that the minimum wage does not need to deduct the social insurance premium and housing accumulation fund paid by individual workers according to law.
Jiangsu and other places stipulate that the minimum wage does not need to deduct social insurance premiums and housing provident funds, but it needs to deduct the provident fund paid by individuals.
The minimum wage standard "multi track coexistence", on the one hand causes the enterprise worker to get the wages, is much less than the nominal wage.
Zhejiang, Shenzhen and other places after the adjustment of the minimum wage standards are 1300 yuan, seems to be higher than Shanghai, but after deducting at least 200 yuan of personal payment of social insurance premiums and housing provident fund, the amount of money that workers get will be reduced accordingly.
At the same time, because this group of people, the overall cultural level is not high, their ability to protect their own rights and interests is weak. If the minimum wage standard does not have unified standards, they are easily fooled and deceived by the owners.
What is even more frightening is that if the minimum wage is not standard, some unscrupulous entrepreneurs may be able to circumvent national policies.
For example, when the minimum wage level is raised, employers will inevitably force more employees to work overtime. As a result, the total wages of employees after overtime work are higher than the minimum wage standards, and the minimum wage policy of local governments to help migrant workers has become a promoter of infringement on employees' rights and interests.
Obviously, in terms of the minimum wage standards, the governments should not only publish a figure, but also have a clear standard.
I think it is necessary for the national level to set the minimum wage standard as a "naked wage". This "naked wage" should not include overtime pay, "five risks and one gold" and various subsidies.
Only when the "standard" is clear and unified can the legitimate rights and interests of the disadvantaged groups be guaranteed.
