Polluting Enterprises Such As Shoemaking, Environmental Protection Tax

Recently, the State Council issued opinions on strengthening the key work of environmental protection, clearly put forward economic policies conducive to environmental protection, actively promoted the reform of environmental taxes and fees, studied the levying of environmental protection tax, strengthened specific measures for reducing total emissions of major pollutants, vigorously developed environmental protection industries, included environmental protection in budgetary levels at all levels, and gradually increased investment and other preferential fiscal and taxation measures.

The successive environmental policies will undoubtedly make the word "environmental protection" a hot word in the fourth quarter.

According to the opinion, the total emission of major pollutants is still the focus of environmental protection.

The verification results of the total pollutant emission reductions released by the Ministry of environmental protection in the first half of the year showed that chemical oxygen demand, sulphur dioxide emissions and ammonia nitrogen emissions decreased year by year, while nitrogen oxides emissions did not drop or rise, an increase of 6.17% over the same period last year.

In order to achieve emission reduction targets, the opinion calls for improving the emission reduction statistics, monitoring and assessment system, and encouraging all regions to implement total emission control of characteristic pollutants.

We should strengthen the construction of sewage treatment facilities, sludge treatment and disposal facilities, sewage recycling facilities and landfill leachate treatment facilities.

The total amount of chemical oxygen demand and ammonia nitrogen emission control should be controlled. The sulfur dioxide and nitrogen oxides emission control in the power industry will continue to be strengthened. The desulphurization of coal-fired power plants will continue to be strengthened. The new coal-fired power plants should simultaneously build desulphurization and denitrification facilities. The sulfur dioxide emission control of the steel industry should be carried out simultaneously, and the sulfur dioxide and nitrogen oxides control in the cement, petrochemical, coal chemical industries and other industries should be implemented; the electricity price policy of coal-fired power plants should be strictly implemented, and the tariff policy of denitration should be formulated; the policy support for the priority of Internet for renewable energy power generation, waste heat power generation and waste incineration power generation should be implemented; differential electricity prices should be applied to the high energy consumption and high polluting industries, and preferential policies should be implemented to encourage enterprises such as sewage treatment, sludge harmless treatment facilities, desulphurization and denitrification and garbage disposal facilities in the non electric power industry. In view of the high status of NOx emissions, it is proposed that the paper, printing and dyeing and chemical industries should be implemented.

Opinions clearly pointed out that we should increase the policy support for the environmental protection industry and expand the market demand for environmental protection industry.

Implementation of environmental protection advanced and applicable technology research and application, major environmental protection technology, equipment and products industrialization demonstration project.

Enterprises that meet the next stage of standard vehicle fuel consumption will be given preferential policies on consumption tax.

Develop and improve a comprehensive list of environmental protection.

We should study and adjust the import and export tariff policy for products with high pollution and high environmental risk.

The source of funding that has plagued the development of the environmental protection industry has also been the focus of attention.

Opinions clearly pointed out that we should encourage the establishment of an environmental protection industry development fund through multiple channels, broaden the financing channels for the development of environmental protection industry, put environmental protection into the budgetary levels at all levels and increase investment gradually, increase the funding for environmental protection capacity construction at the same level, support eligible enterprises to issue bonds for environmental protection projects, and increase credit support for enterprises and projects that meet the requirements of environmental protection and credit principles.
