The 2007 China Manufacturing Forum was held in Beijing in December 8, 2007. First of all, allow me to express my heartfelt thanks and warm welcome to all of you on behalf of the China Equipment Supervision Association, which is one of the representatives of this conference.

The topic of my speech today is to stick to Scientific Outlook on Development and discuss how to raise the level of modern manufacturing in China.

I will have four sentences. China's economic development has reached an important turning point.

Made in China has become the topic of world manufacturing.

We should not only be brave in the face of competition, but also seize the opportunity to upgrade our industrial level.

China Equipment Supervision Association will promote the upgrading of China's manufacturing industry.

We should have a basic understanding of the whole macro environment. China's economic development and reform and opening up in the past 30 years, we have made great efforts to improve. This is a common experience. China's per capita GDP is less than $100 from the early stage of the founding of the people's Republic of China to less than 200 dollars in the initial stage of reform. Last year, our per capita exceeded two thousand dollars. This is a very important data. China's economic development has reached a critical time.

When a country comes out of the low income level, it is an important turning point in economic development. According to the world bank, we can be divided into low-income countries with a per capita GDP650 below US $655 to 2911 US dollars, if we go up again, basically 2900 to 7900 dollars, and then we will have higher incomes.

China has stepped out of the ranks of low income countries. Under such circumstances, we can recall that China's economic development is not difficult to see that we have many important issues that we must pay attention to at this stage.

Because at this time, although we have certain economic strength and accumulation, and create conditions for further improvement in the future, we must note that many problems facing our country are deep-rooted problems. Let us not forget that our country is a resource deficient country. At the same time, our environmental degradation and energy efficiency are low, and we are also a country with declining land.

Our country is a resource deficient country. Assuming that according to some data, oil and natural gas accounts for only 7.7% and 7.1% of the world's per capita level. Our coal is relatively optimistic, but it only accounts for 58.6% of the world average, far below the world average level.

However, our consumption in this area is a big consumer in the world. Our oil reserves are the twelfth largest in the world, but consumption is the second in the world. We use far more than the GDP in the world, accounting for about 5% of the world's total share.

Our land per capita is only less than 1/2 of the world's per capita cultivated land. Our entire water resources are 1/4 of the world's per capita water resources, and our per capita forests are less than 1/6 of the world's per capita.

Some people say that the whole exploitation period of coal, oil and natural gas is about 80 years, 15 years and 30 years. It is because we notice that we can no longer rely on big pie as we used to do. Why did the Central Committee put it forward many times?

If we do not attach importance to such a problem, we will be very problematic. This shows that the Chinese are very optimistic about the economic development, but I think we are short of computer consciousness.

The more economically developed countries, the stronger the sense of crisis. The United States is the first powerful country in the world. The crisis consciousness of the United States is very strong. All day people think that others are threatening him. Today, our Japanese friends have told me two times that Japan is the second developed country in the world, but the sense of crisis of the whole nation is far ahead of us.

South Korea is the twelfth largest economy in the world, and has a very strong sense of crisis. He is thinking that the United States and Japan are a very strong country for them. China is also rising as the sun rises and rises half a year. They also believe that they are being threatened. What is the economic strength of the whole day in terms of technology and military affairs compared with other countries?

We need to recognize the great opportunities for our development, but we should also pay attention to the fact that we are at a very important turning point. We must not belittle them. Otherwise, the economic development will be severely restricted.

Our economy has reached a critical turning point. We all realize this point and we have hope.

Made in China should stand on the topic of world concern. China is made all over the world. Wherever we go abroad, we can find the shadow made in China. Whether it is our clothing or shoes or even automobile products, China Products Exhibition 60% to 70% in the international market, all of which make us feel the improvement of Chinese manufacturing capability.

At the same time, we have a close look at how we do not think about coke. According to my view of working for many years, I have worked in the enterprise for 26 years, and then retired to the government department.

If we can divide Chinese manufacturing in general sense into Chinese processing, manufacturing in China and China, we are now in the three mixture, but more importantly, we are Chinese processing, that is to say, others come, this kind of creativity is others, we just come to work as a labourer, so we can not really get the most important income in this process.

Take the Bobbi doll for us $9.5 in the US, we only get 35 cents. Why?

We still rely on the characteristics of our labor-intensive, the price characteristics of low labor force to form our small manufacturing competitiveness.

As Chinese leaders and many experts have said, we have not yet formed a major brand in the world. Our world top five hundred have entered more than twenty, but in fact, we have five in the top ten of the world's top five hundred, 82 in the United States, 70 in Japan, the most powerful country, and second of the most famous countries in the world, with the world's most famous brands and second brands.

If there is no brand, it is very difficult for us to gain a firm foothold in the world competition. When it comes to China's creation, just now all the leaders said that the core competitiveness is very weak now, and the creative design is in the hands of others.

It is noteworthy that we really face the upgrading and competition of the world's manufacturing industry. We should wake up. We have been happy for the enterprises to make progress in science and technology. We congratulate each and every large and small inventions, but have you thought of it?

Our 99% of China's enterprises now have no patents, and 90% of our enterprises do not have their own R & D institutions. Our dependence on foreign countries is over 50%. Many R & D 70% is epitaxial, and how embarrassing we are in such a position.

I say embarrassment is on the one hand, our total economic volume will enjoy further increase, but per capita in the one hundred place in the world, we are the world's manufacturing power, but our products are far from being of quality or intrinsic technological content.

Now that we are a big family country, we are not a big manufacturing country, nor a big power.

It is a serious reality before us that we are not a productive power.

With the development of China's economy, the world will take a look at us. When we are developing very well, we should pay attention to our pressure on others. This is objective and unavoidable, but there is nothing to be afraid of, because we will grasp the pfer of labor-intensive industries in the past decades in the process of economic globalization.

In this pfer, our efficiency has allowed the world to recognize China's processing technology, but we can not satisfy it. We must seize this opportunity to further promote the whole industry.

That makes us Chinese manufacturing can not become a low-cost labor cost such a pronoun, but should become an excellent brand name.

Now that the economy itself is facing the pfer of the latter industry, it is a high-tech pfer. I think we can seize the strategic opportunity of the first labor-intensive industry, and we will also be able to seize the second technology industry pfer to enhance our overall strength.

The China Equipment Supervision Association will be willing to work together with all of you to upgrade the industrial level. Equipment supervision is a scientific and effective project management method in the world. The so-called equipment supervision is based on the requirements of the state laws and regulations, according to the owners' entrustment, according to the contract between the owners and the equipment manufacturing suppliers, the third party shall be entrusted to the objective and impartial two parties to design, develop, manufacture, install and debug the whole process of the equipment manufacture, and finally make the whole delivery and use, and form the whole process of management.

In essence, this is to upgrade the level of our manufacturing industry and fundamentally guarantee the level of our products.

When it comes to manufacturing in China, many people talk about product manufacturing, but we rarely mention another important part of equipment manufacturing. The level of the equipment manufacturing industry in a country is the core of the country's manufacturing level.

However, our major equipment is rarely done by ourselves. Many key equipment has to rely on imports, and some have to import for a long time.

Because of this, we can effectively implement equipment supervision, which will speed up the quality of equipment and ensure the processing level of our products.

As a matter of fact, as the equipment supervision Association, it is aimed at serving the government in the service of members to the market. It is also a main line for improving the quality of equipment and improving investment efficiency. At the same time, it also constrains our behavior in accordance with the guiding principles of unity, striving for justice and service.

China Equipment Supervision Association is now a national association which has certain influence. Although it was born in May 18, 2004, this association was also built by my ancestors as a director.

The China Equipment Supervision Association now has more than 8000 units and individual members. It already has 326 inspectors and engineers who can qualify for equipment supervision units. At the same time, we have a system of equipment supervision management including 44 training institutions.

Now there are 1022 equipment supervisors in the whole country, and 69 equipment supervision units have obtained the qualification of class A, which is a very good start. It shows that the equipment supervision in China is in the light of the requirements of the government concerned, and is promoted fairly and effectively in the whole country, and a complete supervision system and supervision system are established.

Based on this point, the China Equipment Supervision Association will focus on strengthening industry self-discipline in order to make the association a reassuring and satisfied society. Secondly, improving our capability, ability and quality are the main problems of a unit. No one can accomplish anything. Equipment supervision is a comprehensive technology and technology collective. If our people do not understand technology and management, we will not be able to supervise effectively.

From this point of view, we can improve our ability.

Pay attention to strengthening our service consciousness, facing the government, facing the society, facing the market, improving our service consciousness, and strengthening the instinct of service.

In the face of international competition, it is necessary to step out and gradually make the equipment supervision association become an export-oriented, internationalized and competent institution.
