In November 22nd, Fang Gang, director of the National Economic Research Institute of the China economic reform research foundation, provided a data reference on the research report published at the annual meeting of Chinese enterprise competitiveness in 2011.
This tracking business environment survey involving more than 6000 enterprises in the past more than 10 years shows that in 2010, 7 aspects of Chinese enterprises' operating environment, apart from "intermediary organizations and technical services" and "corporate social environment" two evaluations, were slightly better than those in 2008.

Fang Gang pointed out that before 2008, financial services and other aspects were improved, and the subjective evaluation of enterprises declined in 2010, which was related to the changes in the domestic and international economic situation.
In addition, 90% of SMEs surveyed in 2010 were SMEs.
The research report not only carried out a longitudinal comparison, but also conducted a horizontal comparison of the business environment of each province.
The data of 2006, 2008 and 2010 show that the main business environment assessment is the developed coastal provinces in East China, and Shanghai has always been the top priority.
The top five in 2010 were Shanghai, Jiangsu, Tianjin, Zhejiang and Beijing.
In addition to Chongqing, the central and western regions increased significantly (ranked eleventh in 2010, seventeenth in 2008 and twentieth in 2006). Most of the provinces ranked behind, and the progress was not obvious.
Fang Gang suggested that if the state wants to improve the competitiveness of enterprises, it needs to relax its policy. Government "micro intervention" urgently needs to exit

According to the reporter's understanding, the above research contents on "government administration" relate to "excessive intervention by local governments to enterprises", "excessive market access restrictions", "law enforcement efficiency of administrative law enforcement agencies (business, taxation, quality inspection)", "the proportion of enterprises' fund-raising, apportionment or other non tax paying equivalent to the sales revenue of enterprises", and the specific contents of "the time proportion between business operators and government departments and their staff".
And whether the government can release control to enable SMEs and private enterprises to develop as soon as possible will be related to the rapid upgrading of competitiveness of Chinese enterprises.
According to the statistics, more than 50 enterprises in the mainland of China have entered the top 500 of the world. These enterprises are relatively concentrated in the monopoly and basic industries, most of them are central enterprises.
Liu Shijin pointed out that this is similar to Brazil, Mexico and other countries.
Because the monopoly industries have not been released, the private and small and medium-sized enterprises have not developed well, leading to the fact that per capita GDP can not enter the ranks of high-income countries.
In Japan, Korea and other countries, the per capita GDP has entered the ranks of high-income countries, benefiting from the growth of its private enterprises.
Therefore, Liu Shijin suggested that the next step should be relaxed access, encourage industrial competition, promote efficiency upgrading and industrial upgrading.
In particular, relaxing access and encouraging competition in basic industries and services should be the focus of next reform and strive to achieve substantial progress in a relatively early period.
Li Yang, vice president of the Chinese Academy of Social Sciences, believes that China's infrastructure and affordable housing investment is mainly dependent on government and bank funds, and is still the way of financing platform, which is easy to form bad debts.
To this end, we need to actively promote private enterprises to enter the field of urban infrastructure and affordable housing construction, and solve the problem of local financing platform debt by means of marketization.
We should develop multi-level capital market and serve the financing of small and medium-sized enterprises.
