MOFCOM Will Implement Active Import Promotion Strategy

A few days ago, the "2011 China advanced technology and equipment import forum" was held in Shenzhen.

The import and export of mechanical and electrical products account for about 60% of China's total foreign trade, and 70% of the increase is China's external market.

The "12th Five-Year" period is an important period of strategic opportunity for China's economic development. China's opening to the outside world has entered a new stage, from export to import and export, from foreign capital absorption to foreign investment and foreign investment, and from quantity to quality.

The Ministry of Commerce will implement an active import promotion strategy with other departments, make full use of two domestic and international markets and two resources, expand the import of international advanced technology and key equipment and key components, so that the import of mechanical and electrical products can better serve the pformation of trading power to trade power, serve the construction of innovative country, and play an import role in promoting China's macroeconomic balance and structural adjustment.

According to the joint opinions issued by the eight departments of the Ministry of Commerce, the development and Reform Commission and the Ministry of Finance on the implementation of positive strategies for promoting the import and export of mechanical and electrical products during the "12th Five-Year" period, the state will make comprehensive use of policies such as finance, taxation, industry and trade, increase coordination and interaction between import policies and industrial policies, optimize the structure of imported products, and promote enterprise innovation and industrial structure optimization and upgrading.

The implementation of an active import strategy for mechanical and electrical products will adhere to the principle of "giving priority to my needs, taking what I need and making use of it" and grasping the following three basic principles: giving full play to the principle of combination of market mechanism and policy guidance, the principle of combination of introduction, digestion, absorption and re creation, and the principle of combining import and maintenance of industrial safety.

We should gradually increase the import proportion of advanced technology and key equipment and key components, and focus on meeting the import demand of the new generation of information technology, energy conservation, environmental protection, new energy, biology, high-end equipment manufacturing, new materials, new energy vehicles and other key industries and other key industries; promote the proportion structure of investment goods, consumer goods and intermediate goods in imports to be rational; and the momentum of the rapid growth of trade surplus with major countries and regions has been effectively alleviated.

The Ministry of Commerce will work steadily with the relevant departments in implementing the import promotion strategy of electromechanical products in the following four aspects: first, optimize the import structure.

We should improve the relevant import policies, increase support for import of advanced technology and key equipment and key parts, and increase support for the introduction, digestion, absorption and re creation.

We should encourage more autonomy and import trade surplus.

We strongly support the import of key technologies and equipment in strategic emerging industries.

The two is to further improve the level of trade facilitation.

Reduce import links and procedures, and increase import clearance efficiency.

Three, we should actively promote trade promotion activities.

Trade associations, associations and import and export chambers of commerce should actively organize enterprises to carry out trade promotion activities to solve the import demand of enterprises, especially the import demand for improving the international competitiveness of enterprises.

Four, we need to strengthen international exchanges and cooperation and improve the mechanism of bilateral economic and trade cooperation in the field of high technology.

We will continue to urge the US and Europe to relax the export control of civilian high-tech exports to China and expand bilateral high-tech trade.

We should strengthen the protection of intellectual property rights and guide enterprises to abide by and make use of the legal system of intellectual property rights.
