At the 139th executive meeting of the municipal government held at the end of November, it was clearly pointed out that Xiamen will support the development policies of industrial enterprises in order to further promote the steady growth of the current industry and achieve the goal of annual industrial growth, due to the adverse effects of domestic and international market demand, rising raw material prices, increasing labor costs, changing the RMB exchange rate and financing difficulties.

Statistics from the Municipal Bureau of Commerce show that the proportion of Xiamen's exports to Europe and the US market continued to decline this year due to the dual impact of the European debt and the US debt crisis. Last year, the European and American markets accounted for 40.5% of Xiamen's exports, but fell to 37% in October.

Specific measures to reduce burdens

1. Phasing down five social security levy rates.

(four) the premium paid by the employer in the basic medical insurance expenses of urban workers and foreign employees is reduced by 1 percentage points.

After the reduction of the above social security payments, all kinds of protection benefits involving individuals remain unchanged.

One to four execution time is from December 2011 to November 2012, and the fifth execution time is 2012.

Two, reduce or exempt part of the charges related to enterprises.

(seven) personnel agency fees for key industrial enterprises are charged by 15 yuan per month.
