In January 2007, when the twelfth Party Congress of Dongguan declared that Dongguan had officially entered the new era of "pformation" as the core strategy of development, many people in the city did not realize that this would be a great change that had far-reaching effects.

During this period, Dongguan has issued 1 overall opinions and 26 supporting policies to promote industrial pformation and upgrading. In succession, it has promulgated the work plan for promoting pformation and upgrading of processing trade, guidelines for the operation of processing enterprises on the spot and pformation of foreign-funded enterprises, and supporting the development of domestic markets by processing trade enterprises.

When the crisis was the worst, Dongguan also set up a "6 1 billion" special fund to help enterprises survive the cold winter in terms of capital, projects and talents, which is the most direct and powerful practical support for pformation and upgrading of enterprises.

At the worst of times, the road of pformation in Dongguan was "unexpected".

During the financial crisis, the pilot work of Dongguan's industrial structure adjustment and upgrading was rapid and orderly. The industries and enterprises gradually rolled out, involving 5 towns, 32 villages (communities), and the electronic information industry and 24 enterprises in Houjie and Dalang.

At the end of the year, the Guangdong provincial Party committee's Research Office released the research report entitled "the practice and Inspiration of Dongguan's pformation and upgrading of processing trade enterprises". It summarized in detail 6 basic experiences of Dongguan's development of processing trade to promote modernization: namely, relying on advanced ideas to activate potential, relying on advanced technology to grasp the initiative, relying on strong research and development to seize the high point, leveraging market by creative products, relying on humanistic management to consolidate morale, and expanding the space by extending the chain.

These experiences were then promoted by the provincial Party Secretary Wang Yang's instructions in all cities of the province.

Well, the scar does not forget the pain.

The adjustment of industrial structure and pformation and upgrading have just begun. We can not relax the work because the situation is getting better.

8 months later, the international financial crisis has been affecting for nearly a year.

This time, Wang Yang, the provincial Party Secretary, made a special trip to Dongguan to conduct on-the-spot research on the industrial upgrading and structural adjustment of Dongguan.

He was pleased to find that in the impact of the international financial crisis, Dongguan worked hard together to overcome difficulties, and industrial pformation and upgrading and structural adjustment have seen the dawn.

After a year of crisis, Dongguan's total domestic sales amounted to 154 billion 122 million yuan, accounting for 29.4% of the total domestic and foreign sales.

After a year of crisis, the proportion of Dongguan's third industry increased from 46.9% at the end of 2008 to 51.9%, exceeding the second industry for the first time.

After a year of crisis, 988 processing trade enterprises in the city have their own brands, and have 2678 registered brands at home and abroad. The proportion of foreign-invested enterprises commissioned by the city has increased from 23.6% at the end of 2007 to 29.8%.

At the same time, Dongguan's policy makers have made a clear statement that in the promotion of industrial pformation and upgrading, the government and enterprises still need to warm up and intensify. In order to promote the pformation and upgrading of the processing trade, the government stands taller than the enterprises, is closer to the enterprises, helps the enterprises get more stable and makes the enterprises more detailed, so as to promote the whole industry to move towards a higher level.

In the specific support policy, because of the large enterprise group and limited government resources, Dongguan has gradually abandoned the general support of "shallot flower style", and chose to support enterprises by different enterprises.

Similarly, sticking to industrial pformation and upgrading has also made Dongguan gain the joy of leaping development and its pformation.

During the 5 years, the industrial structure and economic ecology of Dongguan were obviously optimized.

In 2010, the GDP reached 424 billion 645 million yuan, 1.62 times that of 2006; the GDP output per square kilometer increased from 107 million yuan to 173 million yuan; the energy consumption per unit area, energy consumption, electricity consumption and energy consumption per unit of industrial added value decreased by 35.9%, 16%, 23.9% and 28.8% respectively.

During the 5 years, the domestic sales of foreign-funded enterprises in Dongguan increased by more than 1200 billion yuan, and the proportion of domestic sales increased from 19.7% in 2005 to 30.9% in 2010.

At the recent forum held in Dongguan for the Thirteenth Party Congress to solicit opinions, delegates mostly approved a formulation: Dongguan's central work in the next 5 years will still be "accelerating pformation and upgrading, building a happy Dongguan, and striving for a high level of rise."

It is clear that the upcoming Thirteenth Party Congress in Dongguan will continue to focus on the theme of pformation and upgrading.

In the next 5 years, Dongguan will shift from "promoting pformation" to "accelerating pformation", and industrial structure adjustment and pformation and upgrading will continue to enter the deep water area.
