Spinning And Weaving Industry Is Changing From Global To Long-Term.
Since the beginning of reform and opening up, China's textile industry has made remarkable progress in developing its technology level, expanding its overall scale and continuously improving its innovative capability.
The new technologies of energy saving and emission reduction have been widely applied, and the degree of autonomy of equipment has been significantly improved.
Since twenty-first Century, the textile industry has persisted in promoting structural adjustment and industrial upgrading, and constantly improved its processing from upstream fiber raw materials to clothing, household and industrial uses.

The industrial system of product manufacturing has made remarkable achievements.
Although the scale and international competitiveness of textile industry have been continuously enhanced, many contradictions accumulated over a long period of extensive development have not yet been fundamentally solved. Problems such as unreasonable structure, relatively weak capability of independent innovation, overcapacity in some industries, imbalance in industrial layout and other problems are still outstanding. Some localities and enterprises are also used to the old mode of production. Under the improvement of production and operation, the power of structural adjustment is insufficient.
Affected by the continuous impact of the international financial crisis, China's textile industry is facing new challenges.

Industry is an industry with comparative advantages of international competitiveness, and has strong market adaptability. The fundamentals of industrial development have not changed.
The current task is to take timely and effective measures to promote the pformation of the textile industry from the overall and long-term perspective of the industry, further realize structural adjustment and industrial upgrading, enhance the capacity for sustainable development, and make China pform from a big textile nation to a textile power.
Strictly control total quantity and maintain reasonable development scale and level.
During the "12th Five-Year" period, China's textile industry will enter a new historical stage, that is, from the emphasis on quantity expansion to quality, technology, variety and efficiency.
Judging from the scale of the development of China's textile industry, the average annual growth rate of textile fiber output in the world in the past 2005~2010 years is 2.5%. The volume of fiber processing in China has increased from 26 million 900 thousand tons to 41 million 300 thousand tons, with an average annual growth rate of 9%.
The average growth rate of textile fiber processing in China is 3.6 times the average growth rate of world textile fiber production, accounting for more than 50% of global fiber production, of which chemical fiber production capacity reaches 30 million 897 thousand tons, accounting for more than 60% of world chemical fiber.
Judging from the scale of the development of China's textile industry, the whole society has 120 million ring spinning spindles, accounting for nearly 50% of the world's cotton spinning production capacity.
The proportion of textile and clothing exports in China has increased from 25% in 2005 to 33% in the world.
From the above data, we can see that the scale of China's textile industry is large enough.
Is it possible for China's textile industry to further expand its scale?
From the supply perspective, in recent years, China's cotton and other natural fiber resources are constrained by land, and there can be no significant increase in the short term.
In recent years, China's cotton imports continue to rise, and import about 2000000 tons of cotton per year.
Synthetic fiber accounts for nearly 3/4 of the total processing capacity of China's fibers, while the dependence of synthetic fiber raw materials on crude oil has exceeded 50%. The dependence of chemical fiber monomers on foreign materials is as high as 40%, and some varieties are over 60%.
At the same time, with the increasing demand for energy saving and emission reduction in the country, the force of labor, land, energy and environment is increasing. The rising cost of raw materials, resources and labor has long-term characteristics.
From the demand side, the current domestic demand consumption is still a short board relative to the total economic volume of our country, showing a huge space for the future growth of the domestic demand market.
Therefore, the sustainable development of China's future economic growth will depend more on the great potential of the domestic demand market.
However, China is a large country with a population of 1 billion 300 million, with a per capita GDP4000 of US dollars, which is far below the level of tens of thousands of dollars in developed countries. The per capita consumption level is still relatively low, especially in the middle stage of industrialization in China. There will still be a two yuan economic structure in urban and rural areas over a long period of time. The consumption ability of our 7 and 800 million farmers will not increase rapidly in a short time. Therefore, the expansion of domestic demand is a gradual process.
From the international environment, the international financial crisis lasted for a long time, the situation was complex, and history was rare.
At present, the recovery of world economy is hard and tortuous, and the pressure of continuing downward is increasing.
The momentum of world economic growth has weakened, and new breakthroughs have been made in technological innovation and the development of new industries, but new economic growth points have not yet been formed.
The European sovereign debt crisis has spread from the periphery of the euro area to the core countries, and the unemployment rate remains high, which makes the international market demand shrink.
Under the current environment of global economic development slowing down, all countries in the world are introducing various stimulus policies to develop the domestic economy and raise the level of employment.
China's textile industry can not completely occupy the living space of other countries.
Therefore, during the "12th Five-Year" period, China's textile industry can no longer expand its scale again. We must energetically pform the mode of economic development and work hard to make efforts to improve our capability of independent innovation. We should actively adjust the existing textile industry structure, intensify the merger and reorganization, eliminate backward efforts, improve the concentration of industries, and develop various new application requirements, so as to make substantial progress towards the pformation of textile power.
Strengthening independent innovation and accelerating the development of new industrial growth points
Hi-tech fiber and composite materials, high-end textile equipment manufacturing and high performance industrial textiles are important components of strategic emerging industries, and their development will directly affect the future competitiveness of China's textile industry.
Speeding up its development is one of the key tasks in the "12th Five-Year" period of the textile industry.
Since the establishment of the "industrialization and application of high technology fiber" in 2007, we have focused on the industrialization and application of T300 grade carbon fiber, carbon fiber prepreg and products, high performance carbon / carbon composites, para aramid, aramid, aramid, aramid, polyphenylene sulfide and fiber, high strength high modulus polyethylene fiber and composite materials, polyimide fiber and basalt fiber, and the industrialization and application projects of jute pulp, bamboo pulp, new solvent cellulose fiber, hemp bast fiber and hemp automotive interior trim materials. National development and Reform Commission
The demonstration effect of national debt has made great breakthroughs in the independence and scale of key high-tech fiber varieties in China, and has solved unsolved problems in the past decade or even decades, breaking the long-term blockade of foreign developed countries to China.
However, we can not meet the existing achievements, we should continue to work in the following aspects: first, we should continue to tackle key problems and improve the stability of the existing products and technologies; two, we must pay attention to the development of market demand, strengthen the development of composite materials and products and develop various supporting products, enhance the economic efficiency of enterprises through the scale and stabilization of production; three, we need to realize the autonomy of a group of high-tech fiber and equipment, instead of imports; the four is to speed up the formulation of standards and the protection of intellectual property rights; five, we should attach importance to the implementation of the matching of raw materials and raw materials, and the key raw materials can not rely entirely on foreign countries.
To this end, the national development and Reform Commission will continue to expand its support for the development of high-tech fibers, especially high-tech fiber composites, downstream products and industrial textiles, and gradually form a complete industrial chain of domestic high-tech fibers to fill the gap in China.
At the same time, we should actively promote the development of renewable, degradable and recyclable biomass fiber materials in China and realize the sustainable development of China's textile industry.
Promoting the continuous optimization of China's textile industry layout
The layout system of productive forces at present stage of China's textile industry has been gradually developed from the role of market mechanism since the reform and opening up. It mainly has the following characteristics: first, the industry is highly concentrated in the eastern coastal areas.
The five provinces of Zhejiang, Jiangsu, Shandong, Guangdong and Fujian are the main areas of textile productivity distribution in China.
In 2010, the total output value of Enterprises above Designated Size accounted for 73% of the total industry.
Among them, chemical fiber, printing and dyeing, clothing and other industries accounted for more than 80% of the total.
Two, the trend of gradient distribution of productive forces from the eastern coast to the central and western regions is significant.
In recent years, with the aggravation of resource and environment constraints and the increase of production factor cost in the eastern coastal areas, the resource advantages of the central and western regions in textile raw materials and manpower have become increasingly apparent, and the pfer of textile industry has been accelerated.
During the "11th Five-Year" period, the average annual growth rate of fixed assets investment in the central and western textile enterprises reached 41% and 27.5% respectively, significantly higher than the 10.3% growth rate in the eastern region.
Three, the characteristics of industrial cluster development are outstanding.
Industrial cluster is an important organizational form of textile productivity distribution at this stage.
At present, there are more than 170 mature industrial clusters with distinctive industrial characteristics, significant scale benefits and outstanding contributions to local economic development. The total industrial output value reaches nearly 200 million yuan, and the number of employees is about 8000000. The total economic volume accounts for 40% of the total industry.
At present, the internal and external environment of the development of the textile industry is undergoing new changes, and the requirements for the pformation and upgrading of the industry are pressing. The contradictions and problems in the layout of the productive forces are also increasingly prominent, mainly in the following aspects: first, the distribution of productive forces is not in harmony with the resources and environmental conditions.
Nearly 80% of the capacity of the textile industry is concentrated in the eastern coastal areas, and its carrying capacity of resources and environment has been saturated. The industrial development in the central and western regions is relatively scattered and weak, and the competitiveness is relatively low.
Two, the advantages of all regions have not been fully utilized.
In the eastern region, the conventional processing and manufacturing capacity is much more distributed, and the market, talent, technology, information and other advantages of resources are insufficient, and the superior resources such as textile raw materials, labor and energy in the western and central regions have not been fully converted into real productive forces.
The three is the lack of co-ordination of regional distribution of productive forces.
The regional distribution of production capacity is seriously unbalanced, and there is no regional distribution pattern of industrial distribution with complementary advantages and regional advantages. The problem of regional excess capacity always exists.
Four, industrial clusters need further optimization and upgrading.
Some textile industrial clusters still focus on the simple agglomeration of capacity, and have not formed the industrial chain division and cooperation relationship, and the development mode is still extensive.
The layout and coordination of productivity in the textile industry must adhere to the following principles:
First, guide the rational distribution of industries based on market allocation of resources.
Make full use of the basic role of the market allocation of resources, and promote the rational optimization of the textile productivity.
Two, take industrial pfer as a way to promote the upgrading and pformation of the textile industry.
We will promote industrial pfer as an important way to promote layout adjustment, optimize the acceptance conditions in the central and western regions, strengthen planning and guidance, promote the orderly pfer of textile industry, and optimize the development of industrial layout.
Three, taking industrial clusters as an important starting point, we should pay attention to the coordinated development of upstream and downstream industrial chains.
Taking industrial clusters as an important starting point for layout and adjustment, we should speed up the cultivation and promotion of special industrial clusters and promote the optimization and upgrading of the original clusters, so as to promote the centralized layout and matching layout of textile productivity and improve the efficiency of industrial development.
Four, it is the fundamental goal to promote industrial upgrading by changing the way of development.
The layout should be combined with structural optimization and industrial upgrading. The new layout capacity should conform to the "12th Five-Year" industry development orientation, resolutely eliminate backward production capacity, and eliminate the layout and displacement of low level production capacity and high pollution capacity.
Five, take account of the layout at home and abroad, utilize two resources and two markets at home and abroad.
During the "12th Five-Year" period, the layout of the textile industry should meet the domestic multi-level consumption needs and consolidate the international market.
Add value products, strengthen brand building, establish new technology and new products R & D design base and trade and logistics center; the central region should actively undertake the pfer of labor intensive industries such as cotton spinning, home textiles, clothing and so on, and properly undertake and develop the chemical fiber industry, rationally configure the printing and dyeing links, improve the supporting system for industrial development, and promote the construction of industrial clusters; as the dominant areas of natural textile raw materials, the western region will focus on developing cotton spinning, woolen spinning, silk and linen spinning processing industries, and gradually pform the chemical fiber industry, and pition to deep processing. Combined with the multi-ethnic cultural advantages of minority nationalities, the development of national characteristics textiles will be developed. The eastern developed areas should actively develop high-end products market, focusing on the development of high-tech fiber, new textile materials, industrial textiles and so on.
Through adjustment and pfer, a new pattern of coordinated development of upstream and downstream industries will be formed.
In addition, the proportion of domestic demand in China is about 75%, which is much lower than that of the 90% countries in the United States and 85% in India. The textile industry is a relatively high export-oriented industry. In stabilizing the international market and realizing the diversification of the international market, we need to further intensify the development of the domestic market.
