The relevant person in charge of the Quanzhou textile and garment export base said in an interview with the author that in view of the construction of the base, Quanzhou took the initiative to link up the national industrial policy and improve its policy support; meanwhile, it encouraged enterprises to open up the market and improve the enterprises.

In recent years, the center has gradually shifted from low-end basic training to high-end clothing design and high-end production, promoting enterprises to improve their technological content.

Supporting implementation in many ways

I understand that, for pformation and upgrading, all localities have also introduced supporting policies.

Chen Silang, director of the Zhongshan foreign trade and Economic Cooperation Bureau's foreign trade management section, said in an interview with the author that although the present stage is still in the declaration stage of the base, the supporting policies are not yet fully in place, but the original "one town, one product" has already formed relevant support policies.

Chen Silang emphasized that "the export base of the former is the foreign trade company itself, but now it is formed by industrial agglomeration, and the information quality management system and platform management have emerged. This is essentially different."

He said that the construction of the platform will greatly enhance the information sharing, quality improvement and brand promotion of enterprises.

At the same time, the cultivation of bases will enable enterprises to form agglomeration effects, enlarge their share and expand their influence so as to occupy the global market.

Quanzhou, Fujian province has also given financial support to the textile base construction to encourage enterprises to increase R & D investment, establish R & D institutions, develop product technology, carry out energy conservation and reduce consumption and participate in the formulation of standards.

The relevant person in charge told the author that in Quanzhou, the cost incurred by textile enterprises in researching and developing new products, new technologies and new technologies will enjoy preferential tax policies according to the relevant regulations of the state.

Enterprises that incorporate national and provincial science and technology plans

At the same time, according to the "new product and new technology appraisal and acceptance management measures" of Fujian province or the new products and technologies identified by the Fujian provincial key new product plan management method, the technology level reached the international level and the domestic first prize was 100 thousand yuan, reaching the domestic leading award of 70 thousand yuan, reaching the domestic advanced award of 50 thousand yuan; supporting the textile industry's energy saving and emission reduction technology pformation, implementing the financial incentive policy for energy saving technology pformation, and giving priority to the provincial energy saving technology pformation special funds for the pformation of coal-fired industrial boilers, residual heat and residual pressure utilization, motor system pformation and energy system optimization.

Enterprises are encouraged to carry out energy saving renovation with contract energy management mode and implement the financial subsidy policy of contract energy management. The amount of subsidy is subsidized by 10%~5% of total investment.
