Industrial Textiles "12Th Five-Year" Planning Release

In order to implement the outline of the Twelfth Five Year Plan for national economic and social development in People's Republic of China and the plan for industrial pformation and upgrading (2011~2015 years), and promote the sustained and healthy development of the industrial textiles industry, the industrial textiles "12th Five-Year" development plan (hereinafter referred to as "planning") was jointly issued by the Ministry of industry and information technology, the national development and Reform Commission and the State Administration of quality supervision, inspection and quarantine, and was officially issued in December 31, 2011.

Three ministries and commissions jointly compile and publish the "planning" for industrial textiles.

At present, traditional textile industry in China

In the process of compiling the plan, we focus on the industry orientation of "the industrialization of new and high technology and the enrichment of applied fields", and have identified the guiding ideology, development goals, main tasks and key development areas of the planning.

In order to enhance the core competitiveness of the industrial textiles industry and promote the healthy and coordinated development of the industrial textile industry and related fields, the plan puts forward the four major development goals during the "12th Five-Year" period, and defines five major tasks.

According to the state's industrial policy and the degree of association with social and economic development, the plan has selected six major areas, namely, medical and health textiles, filtration and separation textiles, geotextile and construction textiles, textiles for pport vehicles, textiles for safety and protection, and textile fabrics for structural reinforcement.

The plan also sets forth the policies and measures needed to implement the established objectives. The government will give practical support to the industry in terms of industrial policies, independent innovation, inter departmental coordination, industrial textiles emergency reserve and public service platform construction.

　　中國產業用紡織品行業協會會長李陵申表示，協會將以《規劃》發布為契機，運用各種平臺宣傳和貫徹規劃，使全行業充分了解《規劃》的精神，吸引更多的優質企業、人才和資本加入到行業中，優化產業結構;聯合高校、研究機構和龍頭企業，對關鍵技術進行重點攻關，突破技術瓶頸，提高創新能力;加強與主管政府部門的溝通，反映企業訴求，盡快落實《規劃》中的各項支持政策，為行業發展爭取良好的政策環境;完善產業用紡織品標準體系，加強上下游產業的溝通協作，共同制定、修訂一批制約行業發展的重要標準，同時加強檢測服務平臺建設，引入權威的檢測和認證機構，破除發展中的標準障礙;繼續主辦醫療、汽車、過濾、土工等領域的高端論壇和產業用紡織品展會，促進上下游產業銜接，拓展市場空間，將產業用紡織品的應用向縱深推進。

Five main tasks of the 12th Five-Year "industrial textiles industry"

First, speed up independent innovation and break through technological bottlenecks.

We should strengthen basic technology research, speed up the development of weaving and nonwoven molding equipment, and study functional finishing equipment and technology.

Two, promote the convergence of production and demand and improve industrial matching.

Develop special textile fiber for industrial use, promote the collaborative development of industrial textile materials and terminal products, and improve the service ability of end products and engineering users.

Three, strengthen the platform construction and improve the standards.

We should promote the construction of R & D and testing certification service platform, strengthen the information consultation service of the industry, and improve the standard management system.

Four, optimize the industrial structure and promote intensive development.

We should enhance the strength of backbone enterprises, promote the development of characteristic industrial clusters, and optimize the industrial regional layout and product mix.

Five, promote energy conservation and emission reduction and focus on resource recycling.

We should speed up the development of special textile fiber recycling technology for industrial textiles, and strengthen the recycling and reuse of fiber in industrial textiles, and promote energy conservation and emission reduction.
