I. operation and development trend
(1) operation in 2011
The total industrial output value, export delivery value and total profit of the enterprises account for 44.71%, 31.61% and 39.49% of the total industry respectively. The total output value of the industry increased by less than the average level of the industry. The increase in the value of export delivery was obviously higher than the average value of the industry, reaching 52.83%.
(two) overall trend in 2012: cautiously optimistic
1. Good start in the year.
In 2012, the opening of the industry was basically stable. Enterprises generally reflected that the start of the year was better than last year. Of the 33 enterprises surveyed by the Jiangsu group, 68.75% of the enterprises started up to 80%, and only 9.38% of the enterprises started less than 50%. Shandong group survey of Gaomi City enterprises on the operating rate of 91%, small businesses started relatively stable.
Rework is also better than last year. The rework rate of enterprises in Zhejiang investigation group is above 80%. The average rework rate of the 12 enterprises surveyed was 87.63%. In Jiangsu, 57.58% of the workers in the enterprises after the festival are repaid by more than 90%, and 27.27% of the workers rework in the 70%-80%. Only 9.09% of the enterprises are slightly worse after the festival, and the workers' rework rate is less than 50%, mainly for small businesses. The rework rate of enterprises in Shandong investigation group is above 90%. Before the Spring Festival, many enterprises gave bonuses to their employees, and some companies promised to raise their salaries after holidays to ensure a higher return rate of workers.
It is also known that in most of the enterprises, the volume of orders for most enterprises is different from that of the same period last year.
2. expect steady increase in production and widespread concern. Management benefit
Zhejiang investigation enterprises generally optimistic about production, and think that the production prospects are good or very good, accounting for 75%. Enterprises are generally cautious about the market. 89.29% of enterprises believe that the overall situation of domestic and foreign markets will be general or better, but 7.14% of enterprises even expect that the market will further become worse. Among them, 62.96% of enterprises are not optimistic about the future export market. 82.14% of enterprises believe that the future investment environment is general or poor. The business is not optimistic about the good performance of the operation, 53.57% of the enterprises think that the benefits will be general, and 25% of the enterprises think it will be worse.
3, the effective demand of the international market is insufficient, and the international competitiveness of all cotton products is reduced.
China has entered a period of high cost and cotton prices are hanging upside down with the international market. The international competitiveness of export products has declined, and foreign orders have gradually shifted to neighboring countries such as India. According to data from the US Department of Commerce, in the past two years, China and India accounted for more than 60% of the total imports of cotton made products and towels in the United States. In 2011, the United States imported $4 billion 102 million of cotton towels from the world, which was reduced by US $147 million compared with 2010. The amount of imports from China decreased by US $202 million, from 35.71% in 2010 to 32.07% in 2011, a decrease of 3.64 percentage points, while the increase in imports from India increased by 127 million US dollars, from 26.26% to 30.31%, an increase of 4.04 percentage points.
4, personnel training and channel expansion become the top priority of many enterprises.
According to the Jiangsu group survey, 54.84% of the enterprises in 2012 indicated that they would introduce training talents, or increase the treatment of workers and staff members into the plan; 51.61% of the enterprises would expand the domestic market channel, or (improve) the management level; 38.71% of the enterprises would invest in e-commerce; 29.03% of the enterprises would carry out brand culture construction and marketing publicity, or (expand) the factory buildings; 25.81% of the enterprises would purchase and replace advanced, energy-saving equipment, or (or) reconstruct the production process, or (or) carry out information transformation; 19.35% of the enterprises will explore the international market. Among them, 66.67% of the 12 medium-sized enterprises will introduce talent training, 58.33% will expand the domestic market channel; 58.82% of the 17 small enterprises will improve management level, or (or) improve the treatment of workers. {page_break}
Two, the main difficulties
(1) increasing the cost and reducing the profit margins of enterprises.
Raw material prices fluctuate, labor costs and financial costs continue to rise, which has brought greater pressure to the production and operation of enterprises. 67.53% of the survey enterprises in Zhejiang group said that in the second half of 2011, the impact of the fluctuation of raw material prices reduced profits by 10%, and 15.58% of the profits of enterprises decreased by 10%-20%. 60.61% of enterprises in Jiangsu group said that last year's operation was affected by the fluctuation of raw material prices. In terms of employment, wages were generally raised by 5%-20% last year, and wage costs (including management fees) accounted for 5%-10% of the total cost. With the rapid increase of financial expenses, the financial cost of 12 enterprises surveyed by Zhejiang group increased by 30.31% last year.
Domestic enterprises, as well as foreign trade and domestic sales enterprises that have been decreasing with foreign orders in recent years, feel that domestic marketing channels are expensive, and there are various charges. 69.23% of medium-sized enterprises in Jiangsu think domestic channel costs are too high. Not only the selling rents increase year by year, but also the operating costs, including sales staff salaries.
(two) the phenomenon of "financing difficulty and financing is expensive" is prominent in some areas.
At present, the international market situation is not good, many enterprises are facing transformation and upgrading, but capital has become an obstacle for enterprises to adjust and transform. As the textile industry is not supported by banks, the threshold for corporate financing is relatively high. The bank has a smaller credit line, and the interest rate reaches the highest level in the country, and the acceptance discount rate is increased. Zhejiang group survey enterprises generally reflect the private financing interest rate is 2-4 times the bank benchmark interest rate. The Shandong group surveyed interest rates in Gaomi City textile industry increased by more than 10% over the same period last year. However, the financing of the Jiangsu group is good. 51.52% of the enterprises say that the funds are normal and abundant. 88.89% of the enterprises pass the bank loans, and another 13.89% of the enterprises also borrow money from the private sector. The loan interest rate is basically the same as the bank benchmark interest rate.
(three) small and medium enterprises' workforce is difficult to stabilize and the gap of professional talents is widening.
Enterprises generally do not adapt to the corresponding provisions of the new labor contract law to safeguard workers' rights, especially small businesses, even if they raise wages for workers, but it is still difficult to retain people. Relatively speaking, large and medium-sized enterprises with good working environment and high salary are basically able to retain their employees. 25% of enterprises in Jiangsu group do not have job shortage, 37.50% of them have temporary job shortage or less than 10%.
In recent years, the central and western regions have witnessed rapid economic growth. All industries have shifted to the central and western regions. Some of the workers who have worked in eastern coastal cities choose to work or start businesses near their homes. At the same time, due to the fact that the technology education in our country is still very weak, most of the small and medium-sized enterprises in the coastal areas are increasingly unable to recruit the large number of operators and professional technicians needed. From the survey of Jiangsu group, 70.37% of enterprises indicated that there was a lack of first-line operators, 29.63% of them were short of skilled workers, and the other were senior management and R & D personnel (18.52%).
(four) the tax burden of enterprises is increasing gradually, and the difference is larger in different regions.
The pressure of tax burden on formal businesses is getting heavier and heavier. The value added tax of 27 enterprises surveyed by Zhejiang group increased by 77% over the previous year. The tax avoidance behavior of some small and micro enterprises and circulation enterprises has created a situation of unfair operation environment. The highest voice of enterprises is to streamline taxes, reduce local taxes and fees, and increase workers' income. Nearly 70% of the enterprises in Jiangsu think that the current level of taxes and fees is generally high or still affordable, but in the past three years, the tax burden has been increasing gradually. Shandong group generally reflected heavy tax burden, and VAT group added only 4.5% VAT last year.
Three, suggestions
(1) maintain stability and coherence of policies.
In view of the current global economic slowdown, in order to stabilize entrepreneurs' confidence and form good market expectations, the government should grasp the timing and intensity of regulation and control to maintain coherence and stability when implementing macro fiscal and monetary policies. The export tax rebate policy and the relative stability of the RMB exchange rate should be maintained.
(two) the government should speed up tax reform.
Most industrial clusters are mainly small and micro enterprises. They have made great contributions to the development of regional industries in expanding exports and absorbing employment. The government needs to increase tax support for small and micro enterprises. As soon as possible, structural tax cuts should be carried out. For processing enterprises, it is suggested that workers' labor remuneration, advertising and research and development fees should be deducted before the value-added tax. We should speed up the pace of the promotion of business tax to VAT, and implement the tax reduction policy widely. Local governments have taken greater responsibilities in stabilizing regional economic growth and supporting the growth of enterprises. However, under the existing tax sharing system, local finance seems to be stretched. We should further study the reform of the tax sharing system between the central and local governments, and change the problem of extreme disparity between financial and administrative powers.
(three) encourage enterprises to speed up their own brand building, and vigorously support clusters to create regional brands.
In the survey, the Zhejiang group found that the product characteristics of the dominant enterprises in the cluster were more prominent, the product quality was steadily improved, and the operation mode was more innovative. At present, the state has issued a series of encouraging policies in terms of enterprise innovation and brand building. However, these guiding policies lack supporting rules, and most of the licensing enterprises are unable to enjoy substantial support in the implementation process. In particular, some of the medium sized OEM companies whose output value has already been large is extremely difficult. In addition, the regional clusters should further enhance the competitiveness of regional products and promote industrial transformation and upgrading, highlighting the importance of regional brands, and suggest that greater efforts should be made to support regional brand building.
(four) guide channel innovation and standardize market competition.
More and more enterprises begin to choose low-cost new channels such as e-commerce. However, at present, China has not issued corresponding guidance standards in order to compete in the online shop market and integrity building. Relevant departments need to speed up the study of policies and regulations in this field. In addition, the small and medium-sized enterprises in the cluster mainly expand the market through exhibitions and networks, and suggest further strengthening the construction of exhibition channels.
(five) improving the employment environment
The implementation of the new labor contract law has increased the employment pressure of labor-intensive small and medium-sized enterprises. While emphasizing the protection of employees, the law should promote enterprises to increase humane care and improve the employment environment so as to stabilize the employment of enterprises.
(six) encourage enterprises to carry out technological upgrading and product upgrading.
At present, enterprises with relatively small capital are buying foreign advanced secondhand equipment to speed up the technological upgrading and upgrading of their products. It is suggested that the state grant tax relief to imported foreign second-hand equipment. In addition, the small and medium-sized enterprises in clusters lack the economic and practical information technology system. It is suggested that China Textile Industry Federation or related institutions should focus on research and promotion.
