Focusing On The Two Sessions: Studying New Situations And Finding New Breakthroughs In The Textile And Garment Industry
The five session of the eleven National People's Congress and the five session of the eleven session of the CPPCC National Committee were opened in Beijing in March 5th and March 3rd respectively.
This year's government work report points out that China's economic and social development still faces many difficulties and challenges.
From the international point of view, the recovery process of the world economy is hard and tortuous, and the international financial crisis is still developing. The sovereign debt crisis of some countries is difficult to alleviate in the short term. From the domestic perspective, solving the structural structural contradictions and alleviating the unbalanced, uncoordinated and unsustainable development is more pressing and more difficult, and there are many new situations and new problems in the economic operation.
It is necessary to support enterprises to cultivate their own brands, marketing networks and R & D centers, and guide processing trade to the high end of the industrial chain and pfer to the central and western regions.
Consolidate the traditional markets of the US, Japan and Europe, and open up new markets.
Around these contents, domestic

The NPC deputies and CPPCC members actively perform their duties and give full play to their role in participating in and discussing politics. They have made an in-depth analysis of the status quo and future development of the industry, and have made positive suggestions.
Enhancing confidence in development and actively promoting pformation and upgrading of industries
Interview with Wang Tiankai, chairman of the National Committee of the Chinese people's Political Consultative Conference and President of the China Textile Industry Federation
2012 is the year when the textile and garment industry "12th Five-Year" plan continues to push forward and deepen, but the environment is still very complex.
From an international perspective, under the influence of the European debt crisis, the vitality of developed economies is low, the market confidence is decreasing, and the development of the industry is tightening. From the domestic perspective, the development of textile and garment industry is likely to face greater challenges if the price of labor and other factors rises and the SMEs have not yet achieved substantial improvement.
So what is the most pressing problem facing the textile and garment industry? How to solve these problems and difficulties? What jobs will the China Textile Industry Federation promote to better serve the enterprises?
On the related issues, members of the CPPCC National Committee,
China Federation of textile industry
President Wang Tiankai accepted an exclusive interview with our reporter.
Industry development situation is grim
Reporter: not long ago, China Textile Industry Federation carried out in-depth research on the domestic textile and garment industry cluster.
What is the result of this survey?
Wang Tiankai: after the Spring Festival this year, the China Textile Industry Federation sent 8 comprehensive research teams to more than 100 enterprises in more than 30 clusters of 7 provinces in China.
The survey shows that the textile and garment industry started smoothly in 2012, but there are still hidden dangers affecting the smooth operation of the industry. Especially, the pressure of some small and micro enterprises and export processing enterprises is larger than in previous years.
Reporter: from the survey, what are the main problems facing the industry? How should we solve them?
Wang Tiankai: first of all, the weak international market demand.
Due to the impact of European debt and debt crisis, the global economic recovery is slow, and the demand for major textile and apparel markets in the United States and the European Union is in the doldrums.
At present, textile enterprises have difficulty in processing foreign trade orders and great pressure on inventory. At the same time, the industry is affected by many factors, such as rising labor costs, RMB appreciation and raw material price fluctuations. In addition, developing countries such as India, Vietnam and Pakistan rely on lower raw materials, labor costs and more favorable policies to exportate competitiveness rapidly, to some extent, resulting in the pfer of some of our orders to these countries, and the export situation of the industry is not optimistic.
Therefore, in order to realize the sustainable development of the industry, we must rely more on the pull of the domestic demand market, provide sustained vitality for the development, enhance the competitiveness and risk tolerance of the industry.
With the continuous implementation of various policies to improve people's livelihood and expand domestic demand, and the easing of inflation, domestic demand for textile and clothing will continue to expand.
Secondly, the substantial fluctuation of raw material prices has affected the normal production and market confidence of the upstream and downstream enterprises, and hindered the stable operation of the entire textile and garment industry.
From the survey of the Federation, the response of the enterprises to the cotton problem is relatively strong.
2011, China
cotton
The price has gone up and down, and after breaking through the historical highs in March, cotton prices have been down all along.
The sharp fluctuations in cotton prices not only cause production and sales of cotton spinning enterprises to be sluggish, inventories increase and profits decline, but also the negative effects extend to the industrial chain, which affects the confidence of enterprises.
Thirdly, enterprises continue to rise in various production costs, and the pressure on enterprises is increasing.
With the sustained and stable development of the domestic economy, the price of resource type elements such as labor and other factors such as labor force and coal electricity has shown a rigid rising trend. Combined with the comprehensive influence of factors such as bank interest rate increase and RMB appreciation, although the whole industry's production management level and labor efficiency have been constantly raised, most enterprises still can not bear the rise of multiple costs and the pressure is increasing.
This situation once again sounded the alarm to the industry, and the way to occupy the market by cost is unsustainable.
Enterprises should identify their own position, further improve labor productivity, speed up technological pformation and technological innovation; the industry should speed up the cultivation of high-quality talents and innovate the marketing mode; at the same time, we should optimize the product mix and improve the added value of products by means of design, brand and channel, so as to provide a reliable guarantee for the effective occupation of the market.
In addition, the textile and garment industry is a small and medium enterprises accounted for more than 90% of the industry, especially small and micro enterprises living conditions deteriorate.
In this survey, we found that some of the small and medium-sized enterprises in some industrial clusters were in a state of shutdown and semi shutdown, and the production situation was not optimistic.
Although the development of China's textile and garment industry is facing many problems, the market forced mechanism formed by the tight external environment has brought a new round of shuffling to promote industrial pformation and upgrading and structural adjustment.
However, challenges also breed opportunities. Industry development must take account of the situation, further enhance confidence in development, take targeted measures, actively respond to various difficulties, take the initiative to adapt to changes in market demand, continue to give full play to their comparative advantages, increase the contribution rate of science and technology and brand contribution rate, continue to maintain a favorable position in the world economy, and promote the sound and rapid development of the whole industry.
Improving the survival and competitive environment of small and micro enterprises
Reporter: this year's national "two sessions" is a very important national conference before the eighteen convening.
Well, this year, "
Two sessions(NPC and CPPCC)
"What are your main concerns?
Wang Tiankai: after the financial crisis in 2008, the state positioned the textile industry as a traditional pillar industry of our national economy, an important livelihood industry and an obvious industry with international competitive advantages.
These three positions are very accurate, and are made by the state in taking full account of the important strategic position of the textile industry in the future economic development of China. It plays an important role in prospering the market, expanding exports, absorbing employment, increasing the income of farmers, and promoting the development of urbanization.
Now, we need to look at the development of the industry from these three perspectives.
The textile and garment industry is a highly market-oriented industry with fierce competition, but at the same time, more than 90% of the industry is small and medium-sized enterprises. The state must create a good growth environment for small and medium enterprises and even micro enterprises, so that they can achieve fair competition in the context of global economic integration.
This year's national "two sessions", small and micro enterprises financing difficulties is one of my main concerns.
There are many small and medium enterprises in the textile and garment industry, and their financing difficulties and expensive financing exist for a long time.
State commercial banks are unwilling to engage in risky and costly small and micro enterprises loan businesses. Some of these enterprises fail to pay due to loans in development, resulting in the failure of capital chain and bankruptcy of enterprises.
In 2011, domestic monetary policy tightened, corporate loans became more difficult, and the tight liquidity became the primary risk.
In October last year, the State Council promulgated a series of policies and measures to broaden the financing channels for small and micro enterprises, including commercial banks focusing on increasing credit support to small and micro enterprises under a single household credit of less than 5 million yuan, but the implementation effect is not obvious in the textile industry.
Therefore, the industry should promptly reflect relevant issues to the relevant departments, and create a favorable environment for them to tide over difficulties, pform, upgrade and develop.
However, we should also know that the construction of the system and mechanism for financing SMEs will be a long-term and gradual process.
Reporter: Recently, the state has also attached great importance to supporting small and micro enterprises.
Wang Tiankai: small and micro enterprises are the main channels to provide new jobs. They are the main platform for entrepreneurs to grow up and are important forces in technological innovation.
Small and medium enterprises are not only the main channels of employment in the textile and garment industry, but also promote healthy and stable operation of the whole industry and maintain social harmony and stability.
In terms of Taxation, the state has increased its support for small and micro enterprises, increased the threshold of value-added tax and business tax for small and micro enterprises, and reduced the small and small enterprises by half of the enterprise income tax policy, extending to the end of 2015 and expanding the scope.
Since January 1st this year, the state has carried out pilot projects to deepen the VAT reform in some areas and industries, and gradually changed the current business tax collection to value-added tax.
These measures are good for small and micro enterprises, and the industry will actively observe the effectiveness of these measures.
In addition to national policy support, the textile and garment industry itself, in the new round of pformation and upgrading of the adjustment, enterprises should clear their own positioning, the industry will further promote the bigger and stronger independent brand leading enterprises, support small and micro enterprises to do fine, do special.
Small and micro enterprises should actively provide good supporting services for leading enterprises. Under the leadership of leading enterprises, they will overcome difficulties and realize pformation and upgrading of common industries.
Reporter: just now, you mentioned that creating a fair competition environment for enterprises is also one of the key issues you will pay attention to this year's "two sessions".
Wang Tiankai: textile and clothing is one of the industries that first entered the market economy competition. Over the years, it has formed a mature industrial chain, and has a mature industrial army, which has a strong adaptability to the competition of the market economy.
But in reality, sometimes the environment in which enterprises compete in market is not very fair.
At present, China's cotton price mechanism has not yet been integrated with the international market, and there are quota restrictions on imported cotton. The new import management system can not effectively regulate domestic processes with international market resources, and it is difficult to balance the domestic and foreign cotton prices, and lack effective restraint system.
Therefore, this year's "two sessions", I will focus on the issue of cotton from the perspective of external fair competition environment, actively give advice to the central government, timely reflect the relevant situation, in order to get more attention and support.
Continue to carry forward the important role of "joint fleet"
Reporter: last year, the China Textile Industry Federation held a general election.
Under the leadership of the new leading group, what will China Textile Federation do in 2012?
Wang Tiankai: the predecessor of the China Textile Industry Federation, the predecessor of the China Textile Industry Association, has led a series of good working methods after more than 10 years' exploration under the leadership of its predecessors, forming a strong cohesive force and influence.
In the new historical period, the new leading body will continue to carry forward and carry forward the role of the "joint fleet" and strengthen the cooperative, efficient and sustainable service functions of the Federation. Among them, the professional associations closely related to the "joint fleet" play a more important role.
This role should be strengthened in terms of system, culture, resource integration, and team building.
At the beginning of this year, the work of the Federation in institutional and cultural construction has begun and is now proceeding in an orderly way.
It is necessary to ensure that the Federation ensures the linkage of professional associations on major issues and sets up a sense of overall situation and coordinates all aspects of work.
At the same time, the Federation will further improve its own function foundation work, strengthen and enhance the statistical, information and economic operation analysis work, strengthen the study of major policy issues, reflect policy demands, and explore and find effective solutions for the difficulties encountered by enterprises in development.
In addition, the Federation will continue to explore ways and means to speed up industry's independent innovation, brand building, scientific and technological progress, and personnel training. It will continue to promote industrial restructuring and upgrading, speed up scientific and technological progress, enhance the whole industry's ability to resist risks and sustainable development, and promote China's pformation from a big textile and garment country to a strong textile and garment power.
Li Rucheng, chairman of the National People's Congress and chairman of Limited by Share Ltd group of YOUNGOR group --
Actively supporting and cultivating hemp bio new material industry
This year's "two sessions", Li Rucheng's proposal involves the introduction of overseas investment law, support cultivation
New hemp bio materials
Industry, strengthening food safety supervision and so on.
Among them, the textile industry is closely related to the proposal to support the cultivation of hemp.
Li Rucheng believes that hemp as a low toxic industrial hemp can be planted in all parts of our country. It is especially suitable for planting in barren land such as hillsides, wasteland and saline alkali land. Its development can basically be achieved without competition with grain, cotton and oil, which can bring additional benefits to farmers or promote the poverty alleviation of farmers in poor land areas.
"Hemp cultivation is simple, labor-saving, time saving, no pests and diseases, no pollution to the land environment and strong adsorption capacity for heavy metals in the soil, and has the function of improving the land environment, so it is especially suitable for rotation and intercropping."
Hemp, as a biomass resource, is all a treasure: for example, hemp phloem can be used as a textile material and can be blended with other textile fibers. Because of the special chemical and physical structure of hemp, hemp fiber has strong functional properties, such as antibacterial, deodorant, hygroscopicity, breathability and ultraviolet protection. It is a new functional textile new material. Hemp rod can replace wood, which can be used to make building materials, composite materials, furniture plates, pulp, chemical additives and activated carbon for paper making and viscose fiber, and because of its antibacterial, deodorant and strong adsorption characteristics, its related products are better than those made of common wood products because of their functional properties. After more than 10 years of research and development, we found that
At present, the Research Institute of comprehensive development and utilization of hemp biological industry is mainly a scientific research team headed by the Quartermaster Equipment Research Institute of the General Logistics Department of the PLA. The research achievements pformation, development and trial production enterprise is mainly related to the hemp industry Klc Holdings Ltd invested by YOUNGOR group. The hemp planting base is mainly related to the relevant areas of Xishuangbanna Dai Autonomous Prefecture in Yunnan province. R & D, trial production and planting units are relatively thin compared with the comprehensive development and utilization of hemp biological industry, which makes the development and utilization of hemp Bio Industry slow.
Therefore, Li Rucheng suggested that we should upgrade and support the hemp industry to the national level so that the industry can enjoy preferential policies such as "new materials", "circular economy", "low-carbon environmental protection", "new technology" and "new agriculture", so as to promote the healthy and rapid growth of hemp bio industry, and contribute to the steady development of the country's economy and the harmonious development of the society.
Gao Dekang, chairman of the National People's Congress and chairman of Bosideng group --
Enhancing added value of products and gaining new competitive advantages
The environment faced by the textile industry in 2012 is still very complex, and the development of the industry is tightening.
On the one hand, the European debt crisis has continued to affect, the world economic recovery is weak, will have a negative impact on consumption; on the other hand, domestic costs continue to rise, the RMB exchange rate against the U.S. dollar is still rising slowly, more orders have been pferred to Bangladesh, Indonesia, Vietnam and other low cost countries, textile and garment enterprises as a competitive industry, to achieve growth difficulties.
In this regard, the eleven National People's Congress, the largest domestic down garment enterprise.
Bosideng
Gao Dekang, chairman of the group, analyzed the development of the industry this year, said: "with the acceleration of the adjustment of the national industrial structure and the appreciation of the renminbi to a certain extent, some textile and garment enterprises have no profit margins, and can only choose to withdraw from the export market. Those who have advanced layout, actively promote product quality and create their own brands will get more room for development.
Gao Dekang said that under the current economic situation, textile and garment enterprises must extend to R & D and after-sale services, and develop the international market with their own brands.
"We must change the mode of cost oriented competition and price competition, and turn to win the new competitive advantage in the international market by relying more on services, improving the quality of products and enhancing the value added of products, which has become the consensus of the industry."
Gao Dekang suggested that the government should foster the main body of foreign trade enterprises, encourage and support the import and export enterprises to improve their management level, enhance their technological content, expand and strengthen their own intellectual property rights and export their own brand products, encourage export enterprises with potential for development to seize the opportunity, take the initiative to go out, actively explore the international market, and hope that the state can introduce a comprehensive and supportive policy for the export of their own brands.
Local governments should innovate and explore the international market mode, take the initiative to invite foreign trade associations and famous foreign brands to visit famous domestic enterprises and build up communication platforms, organize enterprises to participate in overseas influential exhibitions in a planned way, promote enterprises to increase their overseas sales and exhibitions, pay more attention to the construction of foreign trade platform, create a number of national exhibition platforms, network information platforms and domestic and foreign trade centers; while consolidating traditional markets, increase support for emerging markets.
Gao Dekang also said that the pformation and upgrading of labor-intensive industries is imperative, and the first is policy support.
For the research and development of key technologies needed by labor-intensive enterprises, the government should set up special funds to support them.
Gao Dekang said he hoped to give financial support to labor-intensive enterprises, such as relaxing and simplifying the loan conditions and approval procedures of labor-intensive enterprises, setting up special preferential loans for promoting the development of labor-intensive enterprises and promoting direct financing of labor-intensive enterprises to the financial market.

Qian Yuebao, chairman of the National People's Congress and chairman of Jiangsu dream Lan group,
Government procurement should support enterprises' independent innovation products
As an entrepreneur, Qian Bao Bao has been paying special attention to the problem of independent innovation.
In this year's "two sessions", she submitted a proposal on government procurement to support enterprises' independent innovation products to the general assembly.
Qian Yuebao said that after more than 30 years of reform and opening up, China has initially formed a modern industrial system, and a number of innovative enterprises and technology-based SMEs have risen rapidly and become the support force of the national industry.
The modernization of a country cannot be separated from modern industry. Modern industry is inseparable from the guidance and support of scientific and technological innovation.
"Through the introduction of equipment and technology, we have made great progress in manufacturing industry and become a big manufacturing country in the world.
But the lack of core technology has become a weakness in China's development of modern industry and national defense.
At present, developed countries impose high technology blockade on China and prohibit exports of high-tech products.
Some emerging countries have acquired the pfer of technology and the existence of comparative advantages, and they have a tendency to come from behind in the field of primary manufacturing. "
"To achieve steady and rapid economic development in our country, we must rely on state owned enterprises to play a backbone role and rely on many small and medium-sized enterprises engaged in technological innovation.
History and reality have proved that government procurement of independent innovation products is an important experience for many developed countries to support and encourage sustainable development of enterprises.
In Qian Yuebao's view, China has become a country where foreign products are easy to enter. Especially for electronic products, the school's teaching equipment and computers use foreign products in large quantities, and many research funds are invested in foreign equipment.
"China's promotion of the use of home made chip computers in primary and secondary schools not only falls behind the developed countries, but also falls behind many developing countries, leading us to the excessive pursuit of the latest products by schools in developed areas, which cost a lot of money, resulting in financial burden, while many products are short in use cycle, fast updating and wasteful."
Qian Yuebao believes that the implementation of Scientific Outlook on Development should be embodied in action. Our government's revenue has increased significantly, and it has the ability to purchase independent innovation products, popularizing low-cost computers for domestic chips in primary and secondary schools throughout the country. It also supports SMEs' firm technological innovation and strengthens their core competitiveness, laying a solid foundation for Chinese enterprises to participate in international market competition.
Qian Yuebao suggested that we should attach great importance to the promotion of the use of domestic chip low-cost computers in primary and secondary schools.
It is possible to start from the western region, and purchase central chip computers from the central government to provide primary and secondary schools for teaching and supplementary learning, and improve the teaching level and quality of the rural schools in the western region by means of the Internet.
Subsidize rural students to buy home made chip computers.
She also suggests that we can learn from the practice of the government of India, support enterprises to develop low-cost computers, so that each student can own a computer, round students can "carry the dream of computer to school".
"In the market competition, the government should play its due role. When it comes to hand out, it should take the initiative to do so. In accordance with the principle of reciprocity, we should treat foreign governments in the same way as to restrict or protect the product procurement of our enterprises, support our enterprises to compete with foreign enterprises, and take various kinds of efforts to strengthen our enterprises. In this regard, the government must not be absent."
Qian Yuebao said.
Deputy to the National People's Congress
Hunan can't forget clothes.
The chairman of the company, Luo dollar,
Speed up Hunan textile and garment billion billion industry innovation and development
Luo as a representative of the National People's Congress is deeply responsible.
In recent years, the national "two sessions", she always tried to put forward a good motion to promote the development of Hunan's textile and garment industry.
This year, Luo dollar brought the proposal to accelerate the innovation and development of Hunan's textile and clothing billion industry to the "two sessions".
Luo said that Hunan's textile and garment industry has been developing as an industry of 100 billion yuan since 2009, and the passion for innovation and development in the whole industry has been unprecedentedly high.
The industry insists on actively adjusting the product mix, optimizing the industrial structure, changing the way of development, and taking a pragmatic operation and scientific attitude to respond positively to the impact and impact of the world financial crisis on industry and enterprises.
The industry has gained a firm foothold in the market shuffle, and has made new breakthroughs in the trend and created excellent results.
According to statistics, in 2011, the total output value of 469 large scale enterprises with annual output value of more than 20 million yuan in Hunan province was 83 billion 500 million yuan, up 33% in 2010 compared with that in 2010. It was 2.18 times the annual output value of 38 billion 300 million yuan in 2008, and the total amount of profits and taxes was 4 billion 600 million yuan, 2.94 times that of 1 billion 560 million yuan in 2008.
If the same caliber is calculated in 2008, it will achieve 100 billion industrial goals in three years. According to the statistical scale of the new scale, it is only one step away from the 100 billion target.
"In 2012, the textile and garment industry can become Hunan's ninth billion industry."
Luo Meiyuan also believes that most of the textile and garment industry in Hunan is small and medium-sized private enterprises, and the industrial foundation is still not solid.
From the enterprise level analysis, first, the market potential is large, and the enterprise scale is small.
Taking the clothing industry as an example, more than 6000 enterprises in the whole province only occupy 4 seats in the top 100 clothing enterprises in the country, two are less investment in scientific research, and weak in independent innovation; three, the "three difficulties and two high" (financing difficulties, electricity consumption, labor difficulties, high cost, high taxes and fees) are obvious characteristics; four, the product structure is not excellent, especially the cotton textile enterprises products are still in the middle and low level; five is the number of independent brands, and the industrial concentration is low.
In response, Luo suggested that Hunan's textile and garment industry should be cultivated as an important industry to promote new industrialization and achieve multiple support in the province.
The key support is to encourage the development of garments, home textiles, industrial textiles, cotton textile printing and dyeing, ramie and bamboo fiber, and special chemical fibers.
"At the same time, we should increase policy support and implement the opinions of the general office of the Hunan Provincial People's Government on further accelerating the development of the textile industry."
Luo said that the relevant departments in Hunan should coordinate with each other to create a good environment for the development of the textile and garment industry.
Moderately tilted in project identification and fund raising, giving priority to arranging textile and garment projects included in the "four thousand project", new industrialization and "12th Five-Year plan", and laying emphasis on arranging all kinds of project funds; tackling key technology and key technology tackling key projects and new product development projects should be treated as well as other industry projects.
She also suggested that the relevant departments in Hunan directly implement policies and measures to support the development of small and micro enterprises by the state finance, finance and taxation, so as to help enterprises get out of the "three difficulties and two high" issues.
We should guide banks to reaffirm the textile enterprises and appropriately reduce the loan threshold.
We should give priority to loans for textile enterprises with good prospects and wide sales of products, so as to ensure that textile enterprises can smoothly tide over difficulties and develop healthfully.
Luo Meiyuan believes that enterprises to lighten the burden on textile enterprises is very important.
"One is to solve the problem of" high taxes and low deducting "of cotton and hemp textile enterprises' tax revenue, to give preferential tax policies to the textile industry and give tax support when major difficulties arise.
The two is to consider the labor intensive characteristics of the textile industry, and adjust some of the tax policies based on the number of people to pay taxes according to the tax amount, such as: placing disabled persons proportionately, pferring trade union funds, flood control security funds and so on.
The three is the training of job skills organized by enterprises, and appropriate subsidies should be given to people.
In addition, Luo also suggested that relevant departments of Hunan province report to relevant ministries and commissions of the state, and strengthen control over prices of textile production materials such as cotton, so as to avoid the impact of skyrocketing and plunging on industrial development.
At the same time, the industry management should also be strengthened. "It is suggested to strengthen the functions of the Management Office of the provincial textile industry, grasp the operation trend of the industry in a timely manner, enhance the pertinence and effectiveness of the management of the industry, increase the intensity of enterprise services, solve problems for enterprises, strive for the guidance and support of the policies, enhance the capability of supporting industries in the province, guide the joint venture, and cooperate in production, learning and research to maximize the value of Hunan's resources, strengthen the support for the construction of key enterprises and key projects, and promote the rapid development of enterprises and the achievement of the project's high production and efficiency.
Wu Haiyan, vice chairman of the school of design art, The China Academy of Art,
Industry pformation and upgrading need to understand consumer demand in depth.
During the two sessions this year, Wu Haiyan, member of the CPPCC National Committee, said in an interview with our reporter that at present, China is vigorously promoting and supporting the development of creative industries, but there is still some difficulty in upgrading and upgrading the traditional industries in China.
In her view, some enterprises in the domestic textile and garment industry still remain in the stage of "having orders to make, no orders to complain" while doing international processing. There is no foresight and lofty ideals.
"The practice of this enterprise is simply" doing business ", and there is no plan for building an enterprise culture and formulating strategic goals.
Nowadays, with the rapid development of society, people's living environment and way of life have undergone very profound changes.
Therefore, enterprises should keep pace with the times and adjust their development in time according to people's needs.
Wu Haiyan believes that, especially the birth of the Internet has greatly changed people's lifestyle and consumption patterns. Clothing companies should seize this opportunity and integrate various resources for their own use, which is conducive to the pformation and upgrading of the industry.
According to Wu Haiyan, she and some domestic designers made a D2C designer platform. She advocated "sharing resources and optimizing coexistence".
She believes that for some processing enterprises that are not easily processed, there are two ways to cooperate with designers through similar platforms, that is, intensive cooperation and bridge cooperation.
The former is the joint contribution of enterprises and designers, and finally the distribution of interests according to the proportion of contributions. The latter refers to increasing the visibility of enterprises through famous designers and related platforms.
At the same time, Wu Haiyan believed that most enterprises made OEM production for international brands, and domestic enterprises only earned very small profits.
Now, at home, how to achieve win-win results for large, medium and small brands and designer brands is very important for promoting the pformation and upgrading of the industry.
However, Wu Haiyan also said that not all processing enterprises are suitable for making brands.
She thinks that some of the more remote enterprises are not easy to make their own brands.
First of all, most of the enterprises in these areas do not have enough strength, the funds are not enough, and the design and marketing teams can not be built up. Secondly, some bosses' thinking mode is relatively backward, and there is no plan and fixed direction for the development of enterprises. Thirdly, the remote terrain and poor information will impede brand development to a certain extent.
"Some enterprises do well in processing. They have natural advantages in this area, and they do not necessarily have to be terminal brands.
As long as the processing enterprises can bring their advantages to the maximum, they can also get development.
Wu Haiyan said.
Wu Haiyan also said that at present, China's brand homogenization is serious, especially the sportswear suit is particularly serious.
"After the dress is removed, there is nothing like the other two.
If this situation does not change, these brands will fail. "
She believes that although some brands have long been aware of this problem and do relevant market research, their research is actually a superficial product research, and has not really penetrated into human research.
"I have asked a group of students," are you used to shopping online? Is there any need for physical shops? "They replied," we need better physical stores, which are best able to interact with us. "
Wu Haiyan said, now the entity shop is not so, rigid mode, she thinks that in the next 3 to 5 years, the existing store will be replaced by a brand new store.
Wu Haiyan also believes that the store that can survive later is likely to be a large flagship store like YOUNGOR, with several brands concentrated in a flagship store.
Therefore, with the promotion of the pformation and upgrading of the industry, processing enterprises and brand enterprises should accurately locate their own actual situation, adjust their direction, understand the real needs of today's consumers, and speed up pformation and upgrading.
Qiu Jibao, chairman of the National People's Congress and chairman of flying sewing machine Group Co., Ltd. -
Promoting private SMEs to speed up pformation and upgrading
Over the past twenty years, Qiu Jibao has made unremitting efforts to grow from a manual workshop with only a few employees to a sewing industrial giant with thousands of employees.
Therefore, he knows well the difficulties of private enterprises.
This year's two sessions, as Qiu Jibao, deputy director of the National People's Congress, paid special attention to the development of small and medium-sized private enterprises.
Qiu Jibao believes that at present, small and medium enterprises account for the overwhelming majority of the enterprises in China, which are all over 123, involving various forms of ownership, covering all fields of national economy, and creating more than half of GDP.
Small and medium-sized enterprises play an indispensable role in national economic growth. They are important forces to promote economic development, market prosperity and improvement of people's livelihood. They are the main source of Taxation, the main channel to solve employment, the source of innovation and entrepreneurship and the foundation of social stability.
Qiu Jibao said that small and medium-sized private enterprises, especially small and micro enterprises, because of the fixed assets and the low level of technology, the cost of production factors, such as raw materials and labor, accounts for a large proportion of the expenditure of enterprises. Even in the same business environment, the ability to increase their digestion and production and operation costs is very fragile compared with large enterprises.
At the same time, the heavy burden of tax and fees and the difficulty of financing remain the problems that private SMEs need to face directly for many years.
For small and micro enterprises, no loans will have difficulties in production and operation, but high interest loans will make it difficult for enterprises to undertake, and enterprises are often in a dilemma.
In this regard, Qiu Jibao suggested that we should promote the pformation and upgrading of small and medium-sized private enterprises.
From the perspective of enterprises, he thinks that the era of high production cost has arrived. Private small and medium-sized enterprises should keep healthy development without changing the way of development to rely on scientific and technological progress, quality improvement of workers and management innovation.
"Technological innovation is the first choice for small and medium-sized private enterprises in the new stage of China's economic development."
From the government level, the government should actively promote the pformation and upgrading of small and medium-sized enterprises from the following aspects: creating a pformation and upgrading environment, refining supporting policies, increasing support for financing, establishing long-term mechanisms to support technological innovation, strengthening research and development of key generic technologies, improving the withdrawal mechanism of SMEs, giving full play to the role of trade associations, lightening the burden of SMEs, and establishing assessment mechanisms conducive to pformation and upgrading.
Qiu Jibao mentioned in particular that in the aspect of increasing financing support, we should actively guide and help SMEs to improve the basic systems such as financial accounting and so on, while improving the guarantee system for small and medium-sized enterprises, and encouraging financial institutions to increase their support for SMEs.
