But there is no doubt that the government plays a very important role in it.

In 2003, Chen Shenming bought 295 acres of land in Pingshan Town, Huidong County, Huizhou.

When he planned to build Asia's largest footwear R & D center and headquarters base in 5 hundred million, Ping Shan Street office seized the land certificate and sold it to a company to develop real estate.

After Chen Shen Ming's appeal failed for 5 years, he was forced to invest more than 100 million yuan. He will set up a footwear industry park, which mainly includes shoe industry chain, including R & D, manufacturing and procurement pactions, in Jiangxi Gao An, with a total investment of 3 billion 400 million yuan.

This project is highly valued by the provincial government of Jiangxi province and has been listed as a major project supervised by the provincial governor.

Chen is not the only one who has fallen on the land issue. Liang Huinan, the shoe boss from Shenzhen, has also gone to Jiangxi because of the entanglement of land.

Not long ago, the media reported that the owner of Jinling and shoe material processing factory in Daling Town, Huidong county had Xiaowen's "walking guy" before the Spring Festival. The shoe factory worth nearly 250 thousand yuan was taken in by government departments and sold at a price of 70 thousand yuan.

Ceng Xiaowen said that he hired the 4 floor workshop of Daling town across Gou Tsai road to start a shoe factory in 2009. In January 6th of this year, because of the arrears of 30 thousand yuan, the landlord Zhou Xiukun locked his workshop.

"The tax revenue of the shoe industry is only about 2 hundred million of the whole county's annual increase. My government also needs to develop other industries to support it, not just this."

This remark refers to the strategy of "big tourism" proposed by Huidong.

Prior to that, Huang Shuzheng, Secretary of the Huidong county Party committee, said that the coastal tourism industry of Huidong, which is leading by sunliao coastal tourism and five star hotels, is becoming the new economic growth point of Huidong. Nowadays, more and more foreign-funded enterprises regard Vietnam as the second low-cost production base besides China, and they have been looking for a low-cost production base that can replace China.

Although Chen Shaobo is not worried about the relocation of Huidong factory, the rise of shoe manufacturing base is the proof of industrial pfer.

At least, this shows a clear trend that the low-level industry of shoe industry can be replicated everywhere, and Huidong does not have much advantage.

In Chen Shaobo's eyes, what are the core strengths of developing women's shoes in Huidong?

However, Huidong is not Guangzhou, Shenzhen or Dongguan after all.
