Sun Liping: The Biggest Obstacle To Reform Is The Pattern Of Vested Interests.
China needs a new one.
Change of ideas
Now is the time for new ideas to come into being.
I just saw the commentary of the people's daily on the seat, which is called "rather the reform of" imperfection "and not the crisis of reform.
Why do I say this? China may have reached another threshold. Now people like to talk about the changes in the past 20 years in the language of optimism and praise, but I can not deny that the present social atmosphere is very different from that of 20 years ago.
The older people can now recall that in the 1980s, the whole society was full of hope, full of vitality and vigor, but today, the society has been depressing.
The whole social atmosphere and social temperament have changed a lot.
At the end of 2011, many activities summed up the past year. A moderator asked me what word to describe the past year. I carefully thought of a word called "brewing".
Good things are brewing, bad things are brewing, but I think it is more important to brew a consensus.
What is this consensus? People should realize from different angles: change, no reform.
What is the threshold of China now? The most important thing in the society is the middle income trap.
This is a problem that many countries will encounter. Some people have summed up historical experience, saying that only a few countries such as Japan and Korea have successfully crossed the threshold and become a developed country.
A considerable number of countries have not come and are still middle-income countries.
I have some different views on this explanation.
In January 8, 2012, we published a research report on how to face the current predicament. The core concept of the report is that it is not a middle-income trap, but also a trap for pformation.
China and many countries are very different in terms of system. After more than 30 years of reform and opening up, the group that has gained huge benefits in the reform does not want to move forward. The demand is stopped here. They are setting some institutional factors.
In the past, this state was regarded as a pitional reform, but now there is a clear demand for this power and interest pattern to be shaped.
So, put forward
Transformation trap
I feel very important about this issue.
At the beginning of 1990s, when Deng Xiaoping spoke in the south, China faced a fundamental decision whether to go forward or backward. Professor Ding Xueliang said that Deng Xiaoping had the courage to push ahead with history, but I think the situation now facing is more complicated than that.
There may be three choices in China today. One is to move forward, one is to move backward, and the other is to stay here and maintain the status quo.
From now on, maintaining the status quo is a dominant force.
This is the main problem China is facing now.
If we understand this, we can make clear that we should further deepen the pformation trap.
Reform resistance
Where are you?
On the one hand, of course, it is resistance from vested interests.
Some time ago, some leaders said that the biggest obstacle to reform now is the pattern of vested interests.
If twenty or thirty years ago, the biggest resistance to reform was ideology, now it is not.
Another obstacle is the breakdown of reform consensus.
I often attend some meetings about reform. I feel an atmosphere where participants are calling for reform at least.
But in the society, even some ordinary people are shocked by the reform, because it is not the place that will suffer if it changes.
This is the real resistance of reform.
This is a very important crisis in China's reform now.
It is not a question of reform but now we need to come out of a misunderstanding.
Some people think that although ideological resistance is not as big as it used to be, the framework of ideology still exists.
But the key point is not here, the key is how to rebuild a new consensus of reform with fairness and justice as the core.
When discussing reform in 2005, I said that no reform is a dead end.
But without reflection on the past thirty years of reform, many problems will emerge.
Where is the starting point for reform? Where is the new goal of reform, the new consensus and the new consensus is fairness and justice.
Now, fairness and justice is the core concept of cohesion and reform and opening up.
No matter how high the reform is, if there is no general public's recognition of reform, reform is unsuccessful.
And the most basic condition for obtaining such recognition is fairness and justice.
In the past thirty years, the gap between the rich and the poor has been widening.
Thirty years ago, it was easy to change the pattern of wealth, which is hard to change now.
If the society is stereotyped, if we can not break the increasingly established pattern of interests with fairness and justice, it is difficult to establish a new consensus.
In addition, only fairness and justice can lay a more solid foundation for society.
In the past thirty years of reform and opening up, China has made great achievements, but this society is becoming more and more fragile.
Where is the problem? I think the society needs a spiritual foundation and needs a recognized value.
There must be such a consensus, which requires that society be built on the basis of fairness and justice.
Only by rebuilding the consensus of fairness and justice can we achieve all-round development, enhance people's sense of happiness and enable people to live better.
Guangdong is the first province in China to raise the sense of happiness of residents.
Where does happiness come from? There is a main line of fairness and justice.
It involves both improvement of people's livelihood and institutional reform.
At least, people have encountered injustice and reasoning.
Over the past thirty years since reform and opening up, great achievements and changes have been made. But at the same time, we must realize that many problems exist today because the changes in these years are not thorough.
We need more thorough reform measures to jump out of the trap of pformation and rebuild a fair and just society.
