In March 28th, Chengdu held an environmental protection conference to sum up the city's "11th Five-Year" environmental protection work and deploy the environmental protection task in the coming period.

During the "11th Five-Year" period, Chengdu focused on improving environmental quality and protecting people's health, increased input in environmental protection construction, and intensified pollution prevention in key areas. Remarkable achievements were made in environmental protection work: total emission reduction was completed in an all-round way, results of structural adjustment were obvious, environmental protection facilities were accelerated and improved, pollution control was carried out in an all-round way, ecological construction was continuously strengthened, and environmental protection system and mechanism were constantly improved.

During the period, the city should ensure that the total emission reduction target is achieved.

First, we must strictly control the new pollution, accelerate the formulation of the total quantity management of major pollutants, and control the total discharge of major pollutants in the power, steel, cement, paper, printing and dyeing industries; two, we must speed up the elimination of backward production capacity, establish and improve the supervision system and policy system to eliminate backward production capacity, and ensure that all the polluting enterprises such as paper, printing and dyeing, leather making and so on will be closed before 2015, and three, we should implement key emission reduction projects in the fields of industry and agriculture.

In the next stage, we need to focus on strengthening environmental protection work. Ge Honglin stressed six requirements: first, we should deepen the special treatment of the environment, focusing on the water environment, atmospheric environment and noise.

Ge Honglin also put forward specific requirements for strengthening the joint efforts of environmental protection work: first, we should implement the responsibility of environmental protection work, strengthen the leadership of environmental protection work, strictly implement the target responsibility system, establish and improve the assessment system; two, we should improve the input mechanism of environmental protection, actively increase financial investment, guide social capital investment, and strive for financial support from higher levels; three, we should enhance the awareness of environmental protection among the whole people, and intensify publicity, training and education in environmental protection.

The meeting communicated the spirit of the Seventh National Environmental Protection Conference and the provincial Environmental Protection Conference in written form.

At the meeting, the municipal government signed the responsibility for the total emission reduction target of 12th Five-Year with the relevant departments of the district (city) county government and municipal government.
