In recent years, small and medium-sized enterprises in our province have maintained steady and rapid development, covering all sectors of the first, second and third industries, involving all kinds of ownership and covering all fields of national economy. They have become an important force to accelerate the development of new industrialization, an important aspect of ensuring and improving people's livelihood, an important body to promote scientific and technological progress, and an important support for strengthening the county economy.

First, the number of enterprises is increasing. The number of small and medium-sized enterprises in the province increased from 150 thousand in 2009 to 182 thousand in 2011, with an average annual growth rate of 21.3%. Small and medium-sized enterprises accounted for 99.8% of the total number of enterprises in the province.

The two is the expansion of the total economy. The value added of SMEs increased from 512 billion 600 million yuan in 2009 to 815 billion 600 million yuan in 2011, with an average annual growth rate of 19.7%. In 2011, the value added of the non public economy exceeded trillion yuan, reaching 11218 billion yuan, accounting for more than 57% of GDP.

Three is the quality of development. From the domestic point of view, the cost of production factors has increased rapidly, financing difficulties and financing problems are still prominent, and resources and environment constraints are tightened further.

At the same time, most of the small and medium-sized enterprises have extensive development mode, and some enterprises have declined in efficiency, and a small number of enterprises have reduced production and stopped production. Governments at all levels urgently need to mobilize all social forces to care for and support SMEs and help SMEs, especially small and micro enterprises, tide over difficulties.

In order to ensure the smooth and continuous development of the "SME Service Year" campaign in the province, 7 service working groups were sent out by the provincial Commission of letters and went to various cities and states to carry out service work. The financing demand of small and medium-sized enterprises is urgent. Financing and financing are still the biggest bottlenecks restricting the development of SMEs. We should further improve and strengthen the construction of credit guarantee system for small and medium-sized enterprises, and promote the guarantee agencies to expand their services to small and micro enterprises. We will continue to implement the strategic cooperation agreement with major commercial banks and speed up the construction of online financing platform for SMEs. We should develop direct financing training and advisory services for SMEs, and innovate the financing mode of SMEs. To promote the innovation of financial institutions in small and medium-sized enterprises, under the premise of strengthening supervision, we should encourage, guide and regulate private capital to enter the financial field, and cultivate and develop small and medium-sized financial institutions.

In view of the strong dependence of small and medium-sized enterprises, especially small and micro enterprises on public services, the provincial Commission for information and information technology will further promote the construction of public service platforms such as technology, information, training, market development, improve service capabilities and quality, and provide all-round services for small and medium-sized enterprises in the province.

Our province has started the construction of public service platform network for small and medium-sized enterprises this year. By the end of 2015, we plan to build a public service platform network for small and medium-sized enterprises with overall planning, wide coverage, resource sharing, interoperability and collaborative services.

The network platform is composed of 1 provincial platforms, 14 city state window platforms, 123 county-level window platforms, 23 industrial window platforms and 2000 professional service agencies. It is expected to create a good service system for small and medium-sized enterprises in the whole province.
