    There may not be enough understanding of the upstream and downstream industries in the industry. Many arguments in the report are not objective and fair, and the conclusions are not comprehensive enough.

    The data structure is single and lacks scientific comparison. It can not reflect the current situation of China's population, the per capita fiber consumption, the matching situation of the scale of development of China's textile industry with the domestic and foreign market demand, and the accurate information of the current textile industry resource allocation.

    Most of the printing and dyeing enterprises are concentrated in the Yangtze River Delta and the Pearl River Delta region. The corresponding water discharge is also concentrated in these areas. The description of water resources deterioration in the three rivers and Dianchi places in the north of the Yangtze River is very far from the description of the printing and dyeing industry.

    In addition, there are basically no problems of heavy metal pollution and pesticide pollution in the production and processing of printing and dyeing enterprises. It is obviously inappropriate to attribute the deterioration of water resources to the printing and dyeing industry.

    In recent years, textile printing and dyeing enterprises as suppliers have been making efforts for energy conservation, emission reduction and industrial upgrading. The 10 practical solutions of NRDC mentioned in the report are only a small part of the current textile and dyeing enterprises in implementing energy saving and emission reduction measures. In addition, there are many effective measures for energy conservation and emission reduction at all levels, such as technological process, equipment, management, dye auxiliaries, sewage treatment and reuse.


    Everyone is concerned about the good intentions of environmental protection in printing and dyeing industry.

    "But on the basis of scientific analysis and demonstration, we should treat the environmental achievements of the industry in a fair manner."

    Li Jinbao said, "the final report gives advice to the government, brands, retailers, suppliers, consumers and other parties. These suggestions and suggestions have positive significance for the healthy and sustainable development of the environment."

    Reason 1: structural contradictions are prominent, too much concentrated on the dyeing and finishing process with high pollution.

    In fact, printing and dyeing and finishing is a link in the entire textile industry's production and processing process. Matching and linking up and downstream is very important. From the scale and output balance, it is also impossible to focus on the dyeing and finishing process with high pollution.

    Reason two: the continuous development and application of new technology, new raw materials and new dyestuffs make the disposal of waste water and sludge discharged during the production process more and more difficult. With the use of chemicals, printing and dyeing wastewater has always been a major problem in the printing and dyeing industry.     Reason three: large emissions, serious violations, such as a large number of enterprises exceeded the standard emissions.


    Association's point of view: this problem is actually more of a management problem. It is somewhat far fetched to regard it as an inherent problem in the printing and dyeing industry.

    Due to the lack of real data support, the outside world is unable to judge the concept of "massive", and the proportion of enterprises reporting illegal emissions to the total number is whether it is mainstream or minority.


    Three main findings


    It was found that "textile industry has a large volume of sewage and low efficiency of water use".


    The viewpoint of the association is that the water consumption in the textile industry is a fact, which is determined by the characteristics of textile production and processing. Obviously, it can not be eliminated because of the large quantity of water used in the textile industry.

    Although the total water consumption is relatively large, the water consumption per unit level has been remarkably improved in recent years.


    With regard to the large volume of pollutant discharge, it mainly reflects two problems: first, the excessive concentration of pollutants in some areas, the unbearable environmental capacity and the difficulty of governance. This problem is related to the industrial layout to a large extent, and the deeper reason lies in the availability of resources.

    Another problem is that the complexity of printing and dyeing wastewater increases the difficulty of sewage treatment, but the basis of its citation is not representative.

    If alkali reduction and island fiber products processing are taken as examples, this is not the mainstream of the printing and dyeing industry.

    Again, taking the nonylphenol and nonylphenol polyoxyethylene mentioned in last year's report of Greenpeace's "fashion poison" as an example, it has proved that the report of Greenpeace is one-sided and incomplete.


    As for the low efficiency of water use, the report did not give an in-depth analysis of its underlying causes, especially how to strike a reasonable balance between production costs, consumer demand and the level of disposable income of urban and rural residents, and how to give positive suggestions on the adaptation of energy saving and emission reduction commitments to the actual development level of our economic society.

    The data used are still obsolete secondhand materials. In fact, the amount of fresh water taken per 100 m of the dyed fabric produced during the "11th Five-Year" period dropped from 4 tons to 2.5 tons, down by 37.5%, not what the report said was higher than the rated value of 3 tons, and the "12th Five-Year" period will definitely decline further.


    Found two: "a large number of textile enterprises exceed the standard violation, there are many famous brand suppliers."


    The view of the association: the report confuses the concept of controlled enterprises and illegal enterprises. 3500 of the 6000 textile enterprises and 3500 printing and dyeing enterprises can be found in the data retrieval repository, not all dangerous enterprises and illegal enterprises.

    Indeed, there are a small number of enterprises with low social responsibility and poor environmental awareness, but the mainstream of the printing and dyeing industry is good.


    The report lists some examples of illegal excessive emission enterprises exposed by local governments or media in the past few years, but directly draws the conclusion that a large number of enterprises exceed the standards and polluters polluters are relatively hasty. It is unfair and irresponsible for the industry to draw conclusions on the premise that there is no comparable data and a lack of understanding of the overall situation.

    Find three: "facing the challenge of supply chain environmental pollution, brand response is huge."


    The view of the association: in fact, in the past 10 years, with the gradual rise of the green consumption trend, it has been greatly promoted in two aspects. First, the acceleration of the legislative process. Two, the producers and suppliers of some products are actively responding to the needs of the public. They have put forward higher requirements for the ecological safety of products or the pollution control of the supply chain, and have played an important role in promoting the upgrading of the entire industrial chain.

    China, as the world's largest producer and exporter of textiles and clothing, has also benefited a lot from it.


    Over the past few years, the real driving force of textile products in terms of ecological safety and quality improvement and textile enterprises' energy conservation and emission reduction has been realized by the direct promotion of brands, in addition to the introduction of some laws and regulations.

    Therefore, it is not objective to determine whether the attitude towards the environment is positive or not according to the feedback made by the brand to the doubts of individual NGO.


    Weekly view: solving environmental problems in development


    Recently, a number of non-governmental environmental protection organizations released a survey report pointing to some well-known textile brands and clothing retailers, accusing its supply chain of seriously affecting China's water environment.

    The report also deliberately created an eye-catching headline "for fashion cleanup".

    For a while, after the media rendering, attracted the eyes of the community.


    In fact, over the years, China's textile industry has always regarded environmental protection as one of the most important tasks of pformation and upgrading. Remarkable achievements have been made in energy conservation and emission reduction in the industry. During the "11th Five-Year" period, the target and task of energy conservation and emission reduction in the textile industry were fully completed.

    The comprehensive energy consumption per unit value added in the textile industry has decreased by about 32%, and the amount of fresh water taken from 100 meter dyeing and printing cloth has dropped from 4 tons to 2.5 tons. The water reuse rate of the printing and dyeing industry has increased from 7% to 15%, and the sewage discharge volume of the textile industry unit added value has decreased by more than 40%.

    China Textile Industry Federation vigorously promotes the corporate social responsibility management system, including environmental protection, and promotes the sustainable development of textile industry with the relevant international supply chain organizations.


    At the same time, the industry is soberly aware that China is in the stage of the accelerated development of the middle and late industrialization and the urbanization, and the environmental problems that have appeared in the developed countries.

    Strengthening environmental protection is the expectation of the Chinese people and the goal pursued by the textile industry.

    China is a big textile country, but it is not yet a strong textile country. There is still much room for improvement in technology, brand and sustainable development.

    This requires that we must persist in developing the environment, protect the environment, and actively explore new roads of economic development and environmental protection with low cost, good efficiency, low emission and sustainable development, so as to achieve a win-win situation between industry development and resources and environment.


    At the same time, we expect the supervision of the society to be scientific, objective, comprehensive and impartial. Without objective investigation, the conclusions may be biased. The result is not conducive to the development of the industry, or even runs counter to the concept of sustainable development.


    Environmentally-friendly people will not forget that last year, an international non-governmental organization issued a report to criticize a number of well-known international apparel brand supply chains.

    In response, many brands expressed the importance of environmental protection, while invited international environmental experts to conduct comprehensive monitoring of sewage discharge.

    Other companies have sent water samples to the SGS, the most authoritative environmental monitoring agency in the world.

    The test targets are in line with international standards, and some even exceed European emission standards.

    Facts have proved that many of the contents of the report are not consistent with the facts.


    Strengthening environmental protection is the inherent requirement of changing the way of economic development of the industry.

    Strengthening energy conservation and emission reduction and recycling of resources has been listed as one of the important tasks of the "12th Five-Year" development plan of the textile industry.
