    Xie Wen, the boss of "little beauty pants industry", was originally a children's clothing wholesaler in Zhuzhou, Hunan province. In 2011, he rented a store in Antai road and set up 21 machines.     New problems of old clusters


    The car accident that triggered a "tax wave" in 2011 not only ignited dissatisfaction with taxation, but also led to antagonism between the two groups.
