According to the communiqu of a conference, the plenary pointed out that at present, the building of a clean and honest government and the struggle against corruption have shown remarkable results and prominent problems. The intensity of prevention and control is increasing and the phenomenon of corruption is prone to occur frequently. The general trend of the masses' rising expectations of anti-corruption and corruption is difficult to co-exist in the short term. The struggle against corruption is still grim and the task is still arduous.

At the plenary meeting, we must strictly enforce the discipline of organizational personnel work, especially the changing discipline, strengthen the inspection of the local leading bodies at all levels and promote the integrity of cadres, strengthen the supervision over the whole process of selecting and appointing cadres, and resolutely punish such problems as official running, buying and selling official, canvassing votes, and promoting cadres before the election.

We should continue to intensify the work of investigating and handling cases and seriously investigate cases of corruption, bribery and dereliction of duty in leading organs and leading cadres, seriously harming the economic interests, political rights and personal rights of the masses; seriously investigating cases in the fields of engineering construction, real estate development, land management and mineral resources development; insider trading, related transaction and interest transfer cases in state-owned enterprises and financial institutions; seriously investigating cases of violation of political discipline and organization and personnel discipline, cases of corruption and malpractice in the judicial field, serving as "umbrella" cases for evil forces; seriously investigating and handling commercial bribery cases, and increasing penalties for bribery.

The plenary session also put forward the issue of increasing the intensity of special treatment and effectively solving the outstanding problems of the masses in the construction of combating corruption and building a clean government. We will further promote the special treatment of outstanding problems in the field of engineering construction, resolutely curb the trend of frequent corruption in the field of engineering construction, deepen the special governance of excessive celebrations, seminars, and forums, and standardize the activities of exhibitions and sports meetings into the scope of special control work; deepen the special management of public service vehicles, resolutely reduce the total number of official vehicles, strengthen daily supervision, and actively and steadily push forward the reform of the official vehicle system.
