    The Printing And Dyeing Industry Has More Stringent Access Conditions, And The Project Must Pay Attention To Energy Conservation And Environmental Protection.

    Environmental Protection

    In order to standardize the development of printing and dyeing industry, prevent low-level repetitive construction, reduce pollution, protect the environment, promote the adjustment of textile structure and achieve coordinated and sustainable development, recently, the NDRC and relevant departments formulated the "printing and dyeing industry access conditions" (hereinafter referred to as "access conditions"), and put forward higher requirements for energy saving and environmental protection in new or reconstruction projects.

    In terms of technology and equipment, the "entry conditions" stipulate that advanced or new technologies should be adopted for new or expanded printing and dyeing projects, and energy saving and environmental protection equipment should be adopted. The main equipment parameters should be on-line inspection and automatic control. It is forbidden to adopt the backward production technology and equipment that are included in the guidance catalogue of the industrial structure adjustment, the restricted category and the elimination class, and the second-hand pre-treatment and dyeing equipment that has been used for more than 5 years shall be restricted.

    The overall level of new or expanded printing and dyeing production lines should be close to or up to the international advanced level. The design and construction of cotton, chemical fiber and blended woven fabrics should be carried out in accordance with the code for design of printing and dyeing factories (GB50426-2007)].

    The continuous washing device requires better sealing performance and equipped with countercurrent, high efficiency rinse and heat recovery device.

    The bath ratio of batch dyeing equipment can meet the technological requirements of below 1: 8 (silk and wool dyeing 1 to 10).

    Stereotype (width drying) equipment should have on-line measurement and control device for main process parameters such as temperature and humidity. It has exhaust gas purification and waste heat recovery device. The outer layer of the box has good insulation performance. New printing and dyeing enterprises should have a certain economic scale. The annual production capacity of cotton, hemp, chemical fiber and silk woven fabrics should be more than 20 million meters / year. The annual production capacity of wool textile printing and dyeing design should be more than 2 million meters / year. The annual production capacity of knitted or yarn dyeing and printing design should be more than 2000 tons / year.

    In terms of environmental protection and comprehensive utilization of resources, the "entry conditions" stipulate that, first of all, environmental protection facilities for new construction or reconstruction and printing and dyeing projects shall be designed and constructed according to the requirements of "environmental protection design standards for textile enterprises" (GB50425-2007), and the "three simultaneous" system for simultaneous design, construction and commissioning of environmental protection facilities and main works shall be carried out.

    Enterprises with centralized sewage treatment facilities or permitted to discharge to urban sewerage systems in the area shall be equipped with suitable treatment facilities or adequate processing sites to be set up, and pollutant discharge targets shall be met by the centralized treatment plants or the requirements for water quality standards for sewage discharged into urban sewers; pollutants directly discharged into the printing and dyeing enterprises of water bodies must be equipped with comprehensive treatment facilities for comprehensive treatment of sewage and solid wastes, and automatic control and on-line monitoring of sewage treatment and operation should be carried out.

    The discharge of pollutants must comply with the total emission control targets of pollutants and meet the emission standards stipulated by the state and local environmental protection departments.

    Secondly, according to the principles of environmentally-friendly and comprehensive utilization of resources, new or expanded printing and dyeing projects should be selected according to the principles of environmental friendliness and comprehensive utilization of resources, which can be biodegradable (or easy to recycle) pulp; use eco environmental protection and high absorption rate dyes and auxiliaries; build cooling water, condensate and waste water recovery devices; and cotton based products with mercerizing technology should be equipped with alkali recovery devices.

    To achieve the goal of wastewater separation and reuse, the wastewater reuse rate should be over 30%.

    Third, printing and dyeing enterprises should vigorously promote cleaner production, encourage enterprises to carry out cleaner production audit assessment and energy audit, improve production technology and equipment, control the amount of pollutants generated from the source of production, and reduce the cost of production and terminal treatment.

    "Access conditions" also put forward requirements in terms of enterprise layout, resource consumption and social responsibility. New or expanded printing and dyeing projects must conform to these entry requirements.

    For printing and dyeing projects that do not meet the requirements for entry, the investment administration departments shall not record the entry conditions. The land administration departments shall not handle the land approval procedures; the environmental protection departments shall not go through the procedures for environmental approvals; the construction departments shall not handle the construction and start-up procedures; the safety supervision department shall not handle safety permits; the financing department shall not provide any form of credit support.

    This condition has been implemented since March 1, 2008.
