    Recently, the people's Government of the Xinjiang autonomous region issued the "opinions on accelerating the development of Xinjiang's clothing industry" (hereinafter referred to as "opinions"), which aims to encourage and promote the accelerated development of the garment industry in Xinjiang autonomous region.

    The main producing area is located in the upstream position of the industrial chain. How to make good use of this advantage, extend the industrial chain and accelerate the development of downstream industries has always been an urgent problem to be solved in Xinjiang's textile and garment industry.

    The introduction of this opinion will undoubtedly bring important benefits to the development of Xinjiang's textile and garment industry.


    According to the opinion, by 2015, the garment processing industry in the autonomous region has achieved sales revenue of more than 10 billion yuan, total clothing trade volume of 85 billion yuan, including export volume, and employment of 300 thousand people; the annual sales revenue exceeds 100 million yuan, and more than 5 enterprises, with annual sales revenue exceeding ten million yuan and 30 enterprises.

    By 2020, the garment processing industry in the autonomous region realized sales revenue of more than 30 billion yuan, with an annual average growth rate of over 20%; the total trade volume of clothing was 160 billion yuan, including the amount of exports and 500 thousand people employed; the annual sales revenue exceeded 500 million yuan, and the number of enterprises was over 3, and the annual sales revenue exceeded 100 million yuan and more than 10 enterprises. The annual sales revenue exceeded RMB tens of millions of enterprises and more than 100 enterprises; the establishment of famous brands in China or 5~8 of well-known trademarks in China; the cultivation or introduction of listed enterprises around 3; and the establishment of 3~5, a state-level enterprise technology center.

    Xinjiang has become the most influential garment production base in Western China and the bridgehead to the West export. It has formed a more complete garment trade logistics center and built Urumqi, Kashi and other places into Western China clothing production base and distribution center in the Central Asia, Western Asia and Russia.


    To ensure the realization of the above goals, the opinions put forward 22 policy measures involving four aspects of investment, development, capital and talent.

    The "soft rib" and "short board" exist in the "opinions".

    For example, for some clothing enterprises in Xinjiang, due to shortage of funds, enterprises can not upgrade equipment and scale.

    In the opinion, it is pointed out that after the completion of the project, a garment production project with a total investment of more than 30 million yuan in Xinjiang or a technical renovation project registered by the industrial and commercial enterprises registered in Xinjiang's domestic garment enterprises, after the completion and commissioning of the project, the finance of the autonomous region will be subsidized by 10% of its production or process equipment, including 10% of the investment in homemade equipment, with a ceiling of 10 million yuan.


    In view of the current situation of large labor shortage and the difficulty of recruiting workers on the front-line line, the paper points out that clothing enterprises employ graduates from polytechnic schools, sign a labor contract for more than 1 years, and pay social insurance premiums according to the regulations. The basic old-age insurance, basic medical insurance and unemployment insurance premiums paid by enterprises shall be granted social insurance allowance for up to 3 years. Partial subsidies for the social insurance premiums paid by graduates of secondary and technical secondary schools should be partially subsidized, and the duration of subsidies is the same as the actual performance period of labor contracts, with a maximum of no more than 3 years.

    Enterprises absorb employment difficulties, and provide the social insurance premiums for the longest 3 years to the three basic social insurance premiums, such as basic old-age pension, basic medical insurance and unemployment insurance.

    The new employment of Xinjiang laborers will give the social insurance premiums of the longest 3 years to the basic old-age insurance premiums paid by enterprises.


    There are also a series of measures in terms of tax incentives. For example, the garment enterprises in the autonomous region will be exempt from the 5 years' share sharing of enterprise income tax from 2011, exempt from 5 years of property tax and the urban land use tax on private land.
