The understanding of regulations is not comprehensive enough.

In terms of content, regulations relate to various safety requirements such as machinery, chemistry, function, identification and so on. Compared with previous consumer regulations in Europe and America, it is a relatively independent juvenile product regulation.

Some enterprises only regard its content as a toy physicochemical standard, ignoring its safety requirements for biology, identification and other aspects.

Take toys as an example, the regulations not only set up chemical safety control projects, but also increased microbial safety requirements, involving more than ten kinds of toy materials.

The technical requirements are not well understood.

In terms of technical requirements, the regulations set up limited requirements for different terms of use from the perspective of applied environment, which is more scientific and practical compared with previous Russian regulations.

For the migration of chemical elements, it subdivides two migration media, stipulates different limits, and deepens the intensity of control.

However, some enterprises have not accurately plated the requirements of the new regulations into operation documents, and the daily inspection methods do not conform to the requirements of the new regulations.

The scope of application is not precise enough.

Many enterprises continue to use the old ideas of European and American regulations, mistaken for children's products for children under the age of 14, and even some enterprises think they are only suitable for toys.

Laws and regulations actually control consumer goods under the age of 18 years old. The product type involves children's care products, toys, clothing, and clothing.

Children's cars, publications, teaching, learning stationery and so on.

Russia is one of China's important trading partners. Taking Ningbo port as an example, it exported toys and children only in the first half of this year.

Stationery and other children's products are worth more than twenty thousand dollars.

For this reason, the inspection and quarantine department reminds the relevant enterprises: first, we must master laws and regulations, and do well in internal strength.

Enterprise quality control and procurement departments should organize personnel to learn the relevant laws and regulations of importing countries. When necessary, some key personnel can be sent to the lab for production and study, so that enterprises can keep up with the technical requirements of the new regulations. Two, we must improve the quality system.

The contents of documents such as procedures and work instructions should be revised, and the requirements of laws and regulations should be implemented in relevant documents in time.

The purchasing department should re evaluate and select suppliers, eliminate some suppliers who produce non compliant materials, and three, strengthen the ability of self inspection and self-control.
