To cope with the rising prices of production factors, some enterprises have adopted chaff instead of coal, but the price of chaff has risen to 500 yuan / ton recently. In order to reduce the cost of electricity, some enterprises have adjusted their production from the more expensive period to the cheaper time in the evening.

Three, the problem of financing has always been there.

State owned commercial banks still have many restrictions on the financing policy of textile industry, especially small and medium-sized textile enterprises, and the loans are mostly short-term, which is difficult to meet the needs of upgrading and long-term development of enterprises.

Four, product inventories and accounts receivable increased significantly.

1~7 months, Hunan Textile Enterprises above Designated Size receivable accounts for 3 billion 377 million yuan, an increase of 34.7% over the same period last year.

Five, the tax burden is still heavy.

In 1~5 months, the tax paid by the whole industry increased by 12% over the same period last year, 5 percentage points higher than the GDP growth rate.

In order to complete the tax task, some local tax departments require enterprises to pay a quarterly tax in advance, which further aggravates the business.

Liu Hui, director of Hunan textile industry office, pointed out that to deal with the complex and changeable situation, we should start from three aspects: first, the state should take effective measures to lighten the tax burden of enterprises; we should gradually improve the cotton purchase and storage control mechanism and stabilize the cotton market; we must implement the supporting policy of small and micro enterprises, and create a good industrial environment for the development of enterprises.

Secondly, industry management departments should pay attention to strengthening scientific and technological innovation and promoting industrial upgrading; actively undertake industrial pfer, accelerate industrial agglomeration; constantly strengthen industry management, and do well in enterprise services.

Thirdly, enterprises should fully understand and master policies, be good at giving play to the "superposition effect" of policies, speed up structural adjustment, strengthen market research, pay attention to product development, create independent brands, and at the same time strengthen enterprise management and enhance risk resisting ability.
