Specific regulations on the use of reserve cotton related vouchers submitted by textile enterprises

According to the relevant provisions of the seventh provisions of the "Interim Provisions on the issue of" turning cotton "in the state reserve cotton that the national development and Reform Commission has agreed with the relevant departments, the buyers will report to China about the purchase, pportation, use and other related documents within 10 days after the use of the cotton reserves.

The association of trade unions (hereinafter referred to as the Sino Cotton Association) is jointly conducted by the China Cotton Association and the China cotton reserve management corporation and the national cotton trading market to verify the relevant vouchers.

According to the request and commission of the economic and Trade Bureau of the NDRC, the China Cotton Association has formulated the implementation details as follows:

(1) the credentials reported by textile enterprises include: copies of relevant receipts, such as purchase notes, pport bills, enterprise warehousing receipts and so on, for each batch of stored cotton, and the enterprise seal should be issued on the duplication, and the name of the enterprise on the official seal should be consistent with the name of the enterprise that buys cotton.

(2) the voucher time reported by textile enterprises: 10 days after the purchase of all cotton reserves is used for production, the relevant certificates of cotton bags will be reported to the association of cotton and cotton at one time.

Voucher method: after scanning the above materials, send the mail to ccta2012n@126.com in the form of attachments. Please be sure to mark the "reserve cotton related voucher" in the mail subject, and then attach the name of the enterprise and the province in which it belongs.

(4) in accordance with the requirements of the Interim Provisions of the NDRC on the "prevention of cotton rotation", the China Cotton Trade Association will check with the relevant units of the China central storage cotton General Company (pick up pportation section) and the trading market (purchase link) after receiving the voucher.

The enterprises should cooperate with each other if necessary.

(5) after verification and confirmation that the cotton reserves purchased by the textile enterprises are for their own use, the China Cotton Association will publish the list of enterprises approved through the verification at the official website of the China Cotton Trade Association www.ccta.org.cn cotton reserve column.

(6) textile enterprises can handle the relevant procedures of refund of one hundred thousand yuan deposit after the announcement of the list to the national cotton trading market.

All textile enterprises are required to submit relevant documents according to the above rules.
