Industrial pformation and upgrading made the following speech.

Recently, the eight departments of the national development and Reform Commission, the Ministry of finance, the Ministry of agriculture, the Ministry of industry and commerce, the General Administration of industry and commerce, the General Administration of quality supervision, inspection and quarantine, the supply and Marketing Corporation and the Agricultural Development Bank jointly held the national teleconference on cotton work, summed up the cotton work in 2011, analyzed the cotton situation in 2012, and deployed the cotton work in the new year.

On behalf of the Ministry of industry and information technology, Zhu Hongren, member and chief engineer of the Ministry of industry and information technology, delivered the following speech on enhancing confidence in the development of the industry and accelerating the pformation and upgrading of the textile industry.

Accurately grasp the current situation and enhance the confidence of the industry development

Since the beginning of this year, China's textile industry has actively responded to the adverse effects of weak international economic recovery, declining market demand and rising labor costs, accelerating technological innovation, optimizing industrial structure, strengthening enterprise management, and maintaining stable development of the industry.

In 1-8 months, the industrial added value of textile enterprises above designated size increased by 10.9% over the same period last year. The growth rate was 0.6 percentage points higher than that of the same period last year, and 0.8 percentage points higher than the national average industrial growth rate. The output of main products such as yarn, cloth and chemical fiber maintained a two digit growth. Although the total export volume of textile and clothing decreased slightly in China, it basically maintained the stability of the international market share, and the export structure was further optimized, and the export price of textile and clothing increased 2.8% in the same period last year.

The regional disparity has decreased, and the growth rate of textile industry in the central and western regions has increased by 6-7 percentage points higher than that in the eastern region.

While the textile industry is developing steadily, it is also facing great difficulties.

First, insufficient demand at home and abroad.

In 1-7 months, the volume of imports of textiles and clothing from the United States and Japan dropped by more than 10 percentage points over the same period last year, and the growth rate of EU imports dropped by more than 20 percentage points.

In 1-8 months, the increase in retail sales of clothing, shoes and hats and needles and textiles in the enterprises above Designated Size dropped by 6.5 percentage points over the same period last year.

Two is the decline in corporate efficiency.

In the 1-7 month, the total profit of textile industry decreased by 1% compared with the same period last year, and the profit margin dropped by about 12% compared with the same period last year, and the deficit of loss making enterprises increased by 101.8% over the same period last year.

The three is the rigid rise of labor costs.

Labor wages have risen by about 15% this year, and orders for low-priced products continue to shift to Southeast Asian countries.

Four, domestic and foreign cotton prices continue to maintain a high level.

2012 cotton year, the international cotton market overall supply exceeds the demand, and the domestic cotton price will be stable near the price of storage, and the price difference between the inside and outside cotton will remain high.

In the face of the current complex situation, the Central Political Bureau meeting held at the end of July proposed that "steady growth should be placed in a more important position".

In September, the general office of the State Council promulgated the "opinions on promoting stable growth of foreign trade", and the policy of promoting domestic trade growth and expanding consumption is also being worked out.

Next, the state will also increase policy support in structural tax reduction, financial credit, private investment and small and medium-sized enterprises, so as to ensure steady growth of the national economy.

The vast majority of textile enterprises should strengthen their confidence in development, seize the favorable opportunity of "steady growth and structural adjustment", strengthen technological pformation and product innovation, upgrade quality brands, and speed up pformation and upgrading to the high-end value chain.

Implementing the "12th Five-Year" development plan to accelerate the pformation and upgrading of the textile industry

At the end of last year, our ministry released the "12th Five-Year" development of the textile industry.

"Textile industry in the 12th Five-Year" should take the pformation and upgrading as the main line, pay attention to the pformation from quantity expansion to qualitative upgrading, pay attention to the pformation from the integrity of the industrial chain to the improvement of the value chain, pay attention to the pformation from the eastern leading to the coordinated development of the eastern, central and western regions, pay attention to the pformation from the international market to expand domestic demand, and pay attention to the pformation from upgrading traditional industries to upgrading traditional industries and cultivating new economic growth points.

This year is an important year to promote the implementation of the specific tasks of the planning. In view of the current situation, the textile industry and the majority of enterprises should focus on the following tasks:

(1) increase independent innovation and promote technological progress in the industry.

We should strengthen the combination of production, teaching and research, and comprehensively enhance the level of textile technology, equipment and product quality.

Cotton textile enterprises should actively adopt new spinning and high efficient weaving technology and equipment, improve the utilization level of cotton resources, increase the added value of cotton textile products, raise the employment level and productivity of the million spindles.

(two) vigorously develop the market, guide and create consumption.

Guide enterprises to pform from production type to production service type, from production oriented to high-end R & D design and brand marketing.

Support export enterprises to use various exhibitions and Christmas and new year consumption peak, strengthen the research and development of new festivals, grab orders, and strive to open up new markets.

The domestic enterprises should take the brand as the link, strengthen the supply chain integration, comply with the requirements of consumption upgrading, and guide and create new consumption.

(three) do a good job in purchasing cotton and guard against operational risks.

On the basis of accurately judging the trend of cotton and textile, we should support enterprises to actively purchase cotton, timely and fully cash the purchase of cotton, do not fight IOUs, and ensure that the interests of farmers are not infringed.

The enterprises that purchase cotton reserves should start from the overall interests of the industry as a whole, effectively use the cotton reserves for production, and resolutely put an end to the phenomenon of "turning cotton".

Textile enterprises should make good use of the hedging function of cotton futures, lock operating costs and guard against operational risks.

(four) strengthen management innovation and enhance the comprehensive competitiveness of enterprises.

The pformation and upgrading of the textile industry should not only focus on the innovation and application of hardware and equipment, but also strengthen the management innovation.

We should standardize the construction of modern enterprise system, strengthen the innovation of system and mechanism, and optimize process management. We should make full use of information technology to realize the integration and meticulous management of logistics, capital flow, information flow and human resources, so as to enhance the comprehensive competitiveness of enterprises.

(five) strengthen industry guidance to ensure smooth operation of the industry.

Since the beginning of this year, the textile industry has gone through some difficulties.

In the case of limiting production and shutting down production, enterprises in various regions should strengthen industry guidance and services, guide enterprises to speed up the elimination of backward production capacity, promote the merger and reorganization of dominant enterprises, raise production intensification level, scale new projects, prevent low-level duplication, closely monitor the development trend of the industry, grasp the problems arising in the operation of the industry, strengthen coordination with relevant departments, and effectively implement the policies of the state to support the development of the textile industry.
