In April 9th, "the regional pfer of China's manufacturing industry and its impact on Social Responsibility: the textile industry as an example" was held in Beijing.

Wu Si, Commissioner of the Swedish Embassy in China, director of corporate social responsibility center, Sun Ruizhe, vice chairman of the China Federation of textile industry, Song Lihong, deputy director of the comprehensive Department of China's Ministry of Commerce, and Cheng Du Sheng, executive director of the China Network Secretariat of the United Nations Global compact, attended the conference and delivered a speech. Liang Xiaohui, chief researcher of the China Federation of social responsibilities of the Textile Industry Federation, released the research results. Representatives of the enterprises, representatives of local governments and media reporters attended the meeting.

    < p > < a href= "http://sjfzxm.com/news/index_c.asp > > China's textile industry < /a > is experiencing industrial pfer.

Companies have moved their factories from the east to the central and western regions to increase the supply of resources and reduce production costs.

The recent joint survey conducted by the Federation of Chinese textile industry and the corporate social responsibility center of the Swedish Embassy in China shows that this shift will have a huge impact on corporate social responsibility.

< p style= "text-align: center >" Sun Ruizhe, vice president of China Textile Industry Federation "speech" /p ".

< p > nearly 70% of enterprises in eastern China have taken measures to pfer or are planning to pfer.

Textile enterprises, especially weaving enterprises, are moving to inland areas of central and Western China.

Most of these enterprises are large and, therefore, will bring huge social responsibility to the immigrant areas.

    < /p >

Wu Si Wollter Anders, the Minister of counsellor of the Swedish Embassy in China and director of corporate social responsibility center, said that local governments and industry organizations in the eastern and western regions believe that industrial pfer will help upgrade local industries, but he also acknowledges that the upgrading of different regions will be different.

Industrial upgrading in the eastern region means upgrading the industrial level and improving industrial efficiency; and the industrial upgrading in the central and western regions lies in improving the industrial structure, including developing new industries and improving the supply chain of existing industries, so as to form new industrial clusters.

    < /p >

    < p > < strong > at present, industrial pfer has not yet created a lot of profits for enterprises. < /strong > /p >

< p > according to the research report, government departments and industry organizations expect industrial pfer to create significant economic benefits, but facts show that so far, the pfer of capacity to the central and western enterprises has not shown the enthusiasm expected by government departments and industry organizations.

In 2011, there was a fiscal deficit in the eastern region, and most enterprises had a profit margin of over 4%, while more than 60% of the central and western enterprises had a profit margin of less than 10%.

22% of the enterprises even had fiscal deficits.

    < /p >

< p > survey results show that the reasons for the difference include cross regional differences, such as pportation costs, and local factors in the region, for example, lack of strong market support and social support system.

However, the experts believe that in the long run, these differences will gradually shrink and profit margins will gradually rise.

    < /p >

    < p > < strong > < /strong > < a > href= > http://sjfzxm.com/news/index_s.asp > strong > social responsibility > /strong > /a > strong > pfer depends on yield less than /strong.

< p > survey results show that there is a certain connection between corporate social responsibility and yield.

86% of enterprises in the eastern region are familiar with or relatively familiar with the concept of corporate social responsibility, while in the central and western regions, the proportion is 80%.

64% of enterprises in the eastern region put forward social responsibility related requirements for their suppliers, while the proportion in the central and western regions is much lower, only 32%.

    < /p >

< p > enterprise pfer can bring corporate social responsibility skills and management to move in.

The pfer of enterprises will have a positive impact on the development of corporate social responsibility in these areas unless enterprises reduce investment in corporate social responsibility by greatly reducing the rate of return.

    < /p >

    < p > < strong > migrant workers return to their native land < /strong > /p >

    (P) the Eastern Textile Enterprises moved to the central and western regions, increasing employment opportunities in the central and western regions, thus enabling migrant workers to move back to their native lands and reunite with their families, and at the same time also stimulate the local economy and social vitality.

Many migrant workers have mastered new skills and are able to seek high-level jobs when they return to the countryside.

    < /p >

< p > however, the turnover rate of employees in the central and western regions is not much lower than that in the eastern region, which is far from our expectations. Liang Xiaohui, chief researcher of the China Federation of textile industry social responsibility office, said.

Liang Xiaohui is the head of the research team.

    < /p >

< p > in fact, the cost of job hopping in the central and western regions is lower, and local employees are more likely to job hopping.

No matter where, lack of professional and technical personnel is a real problem.

It is necessary for enterprises to fulfill their social responsibilities in order to employ and retain talents.

Although the average wage level in the eastern region is generally higher than that in the central and western regions, the gap is not large.

In addition, employees in the central and western regions are more satisfied with their salaries, probably because the cost of living in these areas is relatively low.

    {page_break} < /p >

    < p > < strong > labor cost did not decrease < /strong > < /p >.

< p > one of the driving forces of industrial pfer is the labor cost pressure in coastal areas. However, the survey found that pferring to the central and western regions can not reduce labor costs.

One of the reasons is that the lack of professional and technical personnel is the common difficulty faced by enterprises before and after pfer. The two reason is that although the average wage level is generally higher than the pferred place, the gap is not large and is shrinking. The three reason is that employees in all regions have strong growth expectations for wages. < /p >

    < p > < strong > "we will not pfer pollution" < /strong > /p >

< p > research shows that 80% of the enterprises in the central and western regions have the environmental management system that meets the environmental requirements. This proportion is 86% in the eastern region.

Only 16% of employees in the central and western regions are familiar with environmental protection related factory requirements and production mechanisms, while in the eastern part, the proportion is about two times that in the western region.

Therefore, the public hopes that when Eastern enterprises go to the central and western regions, they will enhance environmental awareness in the central and western regions.

As the representative of a trade association in the eastern province pointed out, "we will not pfer pollution, we pfer industries, and use our advantages to develop industries."

    < /p >

< p > according to the organizers of the conference, in 2012, the research group conducted an investigation of 41 textile enterprises in 13 provinces in eastern China and the central and western regions, and randomly selected 89 workers to be interviewed.

The number of respondents in the central and western regions is larger than that in the eastern region.

On the whole, compared with the central and western regions, employees in the eastern region have higher educational background.

At the same time, the research group also interviewed 18 local governments and industry organizations.

    < /p >

< p > Sun Ruizhe, vice president of the China Textile Industry Federation, said that the vast majority of textile a target= "_blank" href= "http://www.91se91.com/" > clothing < /a > the pfer of enterprises to the central and western regions, on the one hand, it can open up new development space for China's textile and garment industry, and the other side should also be an opportunity for enterprises to remould themselves and seek orientation change and value enhancement.

We believe that orderly and healthy industrial pfer means that enterprises must pay full attention to the responsibilities of employees, local communities and the environment while making reasonable use of the competitive advantages of the central and western regions.
