In recent years, our province's equipment manufacturing industry has developed rapidly, and maintained a relatively fast growth rate in the first half of this year, and the total industrial output value increased by 29.7% over the same period last year.
However, in order to achieve leapfrog development, the equipment manufacturing industry in our province has become a potential "Hidden Reef".
According to figures, in 2007, the total assets of the equipment manufacturing industry in our province accounted for only 2.07% of the total equipment manufacturing industry in the country, with a total output value of only 1%, and industrial added value and profit accounted for only 1.23% and 0.47% respectively.
The scale of assets is small and the operating efficiency is low. The reason is that the equipment manufacturing industry in our province lacks the leading enterprise group with strong driving force and the "small giant" enterprise with a high degree of specialization. The industrial cluster effect has not yet been formed, and the matching rate of the products in the province is only 10% to 35%.
Some big enterprises have obvious island effect, and the leading products and pillar industries are not strong enough to develop.
Industry analysts pointed out that the slow reform of state-owned enterprises and slow innovation of institutional mechanisms have become a major obstacle to the rapid development of the equipment manufacturing industry in our province.
According to statistics, the state-owned enterprise reform of equipment manufacturing industry in our province has reached 70% in nominal terms, but less than 30% of the state-owned enterprises that have been completely restructured into joint-stock enterprises.
By contrast, the average state owned enterprises' restructuring is over 90%, of which Jiangsu, Zhejiang, Guangdong and other provinces have basically completed the reform of state-owned enterprises, and Yunnan's reform has reached 97%, Jilin has reached 95%, Liaoning has reached 95%, Shandong has reached 90%, and Sichuan has exceeded 90%.

First, performance is not strong enough.
At present, there are only 27 households listed in our province, of which 18 are industrial enterprises. This figure is lower than that of Sichuan (61 households) and Xinjiang (29 households) in the western region, which is much different from those in the eastern provinces, such as Guangdong (156 households) and Shandong (77 households).

Many enterprises do not pay attention to information collection and collation and analysis, resulting in blindly following the market and struggling to cope with the market, often resulting in unsalable inventory increase in products, sales in passive.
At present, there are relatively few well-known brands in the equipment manufacturing industry of our province, which makes enterprises lack the ability to achieve market expansion and scale expansion through brand promotion.
Thirdly, the capability of independent innovation is not strong.
The survey shows that in 2007, the proportion of R & D expenses in our province accounted for less than 1% of the sales revenue, while the average value of the whole country was over 1.5%, which led to the lag of the development of new products and technologies in the equipment manufacturing enterprises of our province.
In 2007, the output value of new industrial products above Designated Size accounted for only 8.8% of the total industrial output value, which was lower than the national average of 10.71%, even lower than that of 30% developed provinces and cities.
Another factor restricting the development of the equipment manufacturing industry in our province is the small proportion of the private sector in the industry and the lack of vitality in the development of the industry.
Compared with developed regions, the development of private economy in our province is lagging behind in the field of equipment manufacturing.
Due to the higher entry threshold of the equipment manufacturing industry, the private economy is restricted by some aspects. It is difficult to get the support from the government and financial institutions, and it is difficult to participate in the industry matching, and the development opportunities are few. This makes the small businesses in the industry small and scattered, and the development stamina is insufficient, which affects the development of industrial clusters.
Industry experts believe that the equipment manufacturing industry of our province must face up to the difficulties and problems that are facing at present and implement Scientific Outlook on Development actively.
First of all, we should vigorously promote the innovation of the system and mechanism of enterprises, vigorously develop mixed economy and private economy in the industry, actively support and encourage all kinds of domestic ownership capital, especially large scale enterprise groups to participate in the reform of state-owned equipment manufacturing enterprises and disposal of non-performing assets in a variety of ways, and make the industry bigger and stronger.
Secondly, we should reform and improve the incentive mechanism of talent, enhance the ability of independent innovation of enterprises and enhance the ability of market expansion and expansion of enterprises.
