Import Tariffs Quotas Development And Reform Commission

according to the Interim Measures for the administration of import tariff quotas for agricultural products (Ministry of Commerce, national development and Reform Commission No. fourth), the number of import tariff quotas for grain and cotton in 2014, the terms and conditions for distribution and the principles of distribution are hereby promulgated as follows: p

January and 2014, the import quota of grain and cotton was 9 million 636 thousand tons of wheat, 90% of state-owned trade, 7 million 200 thousand tons of corn, 60% of state-owned trade, 5 million 320 thousand tons of rice (including 60% tons of long grain rice, 2 million 660 thousand tons of medium and short grain rice), 50% of state-owned trade, 894 thousand tons of cotton and 33% of state-owned trade.

two, importing the above agricultural products through general trade, processing trade, barter trade, border trade, aid, donation and so on, all need to apply for import tariff quotas of agricultural products, and go through customs formalities with the import tariff quota certificate of agricultural products.

Those who enter the bonded areas, such as bonded warehouses, bonded areas and export processing zones shall be exempted from applying for import tariff quota certificates for agricultural products.

three, the basic conditions for the applicants for import tariff quota of agricultural products are: registration before the State Administration for Industry and Commerce before October 1, 2013 (to provide copies of business license of enterprise legal person); have good financial status and tax records (need to provide relevant information in 2012 and 2013); there are no illegal records in customs, industry and commerce, taxation, inspection and Quarantine from 2011 to 2013;

with the above conditions, the applicant for import tariff quota must also meet one of the following requirements:

(1) wheat

1, state trading enterprises;

2, a central enterprise with national reserve function;

3 and 2013, with import achievement;

4, processing enterprises with more than 400 tons of processed wheat;

5 and 2013, there is no import achievement, but it has the right to import and export business, and the competent department of foreign trade and economic cooperation of the place shall issue a certificate of processing trade capacity and engage in processing trade with wheat as raw material.

(two) maize

1, state trading enterprises;

2, a central enterprise with national reserve function;

3 and 2013, with import achievement;

4, with corn as raw material, and more than 50 thousand tons of corn need more than 50 thousand tons of corn feed;

5, with corn as raw material, and other corn production enterprises that need more than 100 thousand tons of corn per year;

6 and 2013, there is no import achievement, but it has the right to import and export business, and the competent department of foreign trade and economic cooperation of the place shall issue a certificate of processing trade capacity and engage in processing trade with corn as raw material.

(three) rice and rice (long grain rice and medium short grain rice should be applied separately)

1, state trading enterprises;

4, with grain wholesale and retail qualifications, annual sales of more than 100 million yuan of grain enterprises;

6 and 2013, there is no import achievement, but it has the right to import and export business, and the competent department of foreign trade and economic cooperation of the place shall issue a certificate of processing trade capacity, and engage in processing trade with rice and rice as raw materials.

(four) cotton

1, state trading enterprises;

3, spinning equipment more than 50 thousand spindles of cotton spinning enterprises.

four, the import tariff quotas of these agricultural products will be allocated according to the number of applicants, historical import performance, production capacity and other relevant commercial standards.

five, 2014, grain and cotton import tariff quota application time is from October 15 to 30, 2013.

The applicant can receive the authorization from the national development and Reform Commission or download the application form for import tariff quota of agricultural products from the national development and Reform Commission website (http://www.ndrc.gov.cn).

six, the authorized body of the national development and Reform Commission is responsible for accepting the application of enterprises within the territorial scope, and before November 30, 2013, the application that meets the requirements for publication is delivered to the national development and Reform Commission, and it is reported to the Ministry of commerce at the same time.

seven, the national development and Reform Commission allocated the tariff quota of agricultural products to end-users by authorized agencies before January 1, 2014.
