According to the government of Huang Bu Town, Huidong County, the fire broke out in Xinsheng shoe factory, which is located in the industrial area of turtle hill in Huang Bu Town.

The fire happened at 3 a.m. on the morning of 15, and the fire was extinguished at 5:46.

The fire workshop is a four storey building with an area of about 160 square meters and a burned area of about 200 square meters.

According to the preliminary investigation, the fire workshop is a "three in one" factory. The local production safety department issued a notice of rectification in early April, demanding that the employees living on the four floor should be moved out.

But factory owners have recently moved some workers back to the four floor of the factory.
