The notice issued by the Foshan municipal government website on the further strengthening of environmental approvals for construction projects and the control of total emissions of major pollutants (hereinafter referred to as the notice) revealed this information.

The notice issued by the municipal government office requires that all new, expanded and rebuilt projects must meet the requirements of environmental protection so as to increase production in the area without increasing pollution, and strive to increase production and reduce pollution.

The circular requires that the industry be restricted and the source control should be implemented.

In principle, it will not accept the EIA of new construction or expansion projects such as paper industry and so on. The new and expansion projects of textile printing and dyeing industry must enter the textile park or base, and implement central heating, steam supply and sewage centralized treatment.

The notice also calls for the implementation of regional restrictions and strict control.

All districts should conscientiously implement the annual total emission control plan for major pollutants and suspend the examination and approval of construction projects that increase the total amount of pollutants discharged without completing the requirements for controlling the total emission of major pollutants in the previous year.

The construction of urban sewage treatment facilities is seriously lagged behind, the charging policy is not implemented, the actual water treatment capacity within 1 years after the completion of the sewage treatment plant is less than 70% of the design capacity, and the areas where sewage treatment facilities have been built but run without cause, the project for the production of water pollution products in the area is postponed.

It is understood that the emission reduction task for Guangdong during the "11th Five-Year" period is issued to Foshan. By 2010, the total sulfur dioxide emissions in the city will be reduced by 43% compared with that in 2005, and the COD should be controlled within 41 thousand tons.
