EU'S Comment On Fire Retardant Limitation Proposal

European UnionFlame RetardantsTen Brominated Diphenyl EthersLimited Proposals

< p > according to the experts, the European Chemicals authority (ECHA) has announced that it will accept the comments of the relevant parties on a "restricted proposal" of ten brominated diphenyl ethers (DecaBDE) before December 15, 2013.

The objective of this review is to collect information and evidence on the feasibility of DecaBDE replacement.

DecaBDE is mainly used in plastics, polymer materials, < a href= "http://www.91se91.com/news/index_c.asp" > composite materials < /a > textiles and other substances.

DecaBDE is an efficient flame retardant to prevent ignition of articles.

It is estimated that this material can reduce the fire fatality rate by 20%.

Initially, the substance was mainly used in plastics and textiles.

In plastics, DecaBDE is mainly used in electrical and electronic equipment, pportation, aviation and building materials.

In July 1, 2008, the European Court ruled that DecaBDE in Europe could no longer be used in electrical and electronic products.

The parties concerned can submit comments by the online questionnaire at the latest by December 15, 2013.

The proposal is expected to be introduced in August 1, 2014.

    < p > according to experts, at present, DecaBDE is mostly used for < a href= "http://www.91se91.com/news/index_c.asp > textile > /a >.

Such textiles include curtains, louvers, seat fabrics and soft furniture for public buildings and pport.

DecaBDE can also be used in adhesives, sealants, paints and inks.

ECHA said that in all these applications, it is possible to replace DecaBDE with relatively less toxic substances.

For a long time, the use of DecaBDE did not cause health and environmental concerns.

Despite 10 years of scientific research, the environmental and human health risk assessment in 2004 still believes that there will be no significant risk in the field of DecaBDE application.

However, recent animal studies have shown that this substance may have adverse effects on health, such as brain toxicity and liver problems.

    < p > in addition, < a href= "http://www.91se91.com/news/index_c.asp" > scientific research < /a > indicates that DecaBDE may endanger the environment.

DecaBDE can enter the environment through different channels, such as the production and discharge of products containing DecaBDE and the discharge of products themselves.

The DEFRA and the European Environment Agency have published a report that DecaBDE is a persistent, bioaccumulative and toxic (PBT) substance and highly persistent, bioaccumulative (vPvB) substance.

In December 2012, DecaBDE was included in the list of candidate substances for REACH legislation.

According to experts, ECHA suggested that DecaBDE be included in the EU authorization material list (REACH code appendix XIV).

During the proposed process, Norway recommended that DecaBDE be included in the Stockholm persistent organic pollutants agreement.

The European Commission decided to accord the requirements of DecaBDE in EU law to the requirements of the agreement.

< p > ECHA claims that information on the feasibility of DecaBDE restriction is not enough; it is hoped to understand the challenges that the industry may face and how long it will take to deal with the challenge if mandatory DecaBDE substitution is required.

Therefore, ECHA will collect information and evidence from all interested parties as far as possible.

ECHA especially wants to know the possibility of using effective substitute material instead of DecaBDE.

First, ECHA wants to identify DecaBDE uses that are not yet viable alternatives, and those that are technically and economically viable, but require full pition time.

ECHA said that under these circumstances, the restriction or increase of pition time can be given.

In addition, ECHA welcomes comments on DecaBDE's pition period.
