Where Have All The Workers In Henan Shoe Factories Gone?
How hard is the waiter?
At the intersection of Shang Ding road and Qilihe South Road in Zhengzhou, the electronic screen at the entrance of a hot pot city is constantly rolling up recruitment information. "Now the attendant (monthly salary) is 2000~3000 yuan, and the vegetable salesman (monthly salary) is 2000~2400 yuan." According to nearby residents, recruitment information has been hanging for a month. Coincidentally, several nearby restaurants have posted notices of recruitment, with salaries ranging from 2000 yuan to 3000 yuan.
The head of a restaurant said that young people are unwilling to do this kind of service now. They can only attract people by raising their salaries. "The wages increased by two hundred or three hundred compared with the pre holiday period."
Many department stores are also recruiting employees. Reporters found that Carrefour recruited cashiers, tally clerks, etc., for employees to pay five risks, one gold and other benefits, but also noted that "this recruitment information is long-term effective".
Recruitment difficulties are also manifested in factories and enterprises. A well-known food company in Shandong Province recruited 4000 people with zongzi bags and auxiliary workers, and said, "the wages of new workers are 2300 yuan, and the wages of skilled workers are 3000 yuan to 4000 yuan." But the effect is not ideal.
Where have all the people gone?
Recruitment difficulties occur not only in Zhengzhou, but also after holidays. Fugou County Bao Chang shoe company and Huaiyang County Asia Pacific footwear company have felt the tension of employment last year. "In 2013, the employment plan for enterprises was 2000 and 800 respectively, but only 1400 or 380 people were recruited." Bao Chang shoe industry official said.
"Recruitment difficulties are mainly concentrated in labor-intensive enterprises and industries." Li Zhen, director of the provincial Employment Promotion Office, said that in recent years, our province has intensified the undertaking of industrial transfer, and the labor intensive industries have been landing more and the demand for general workers has increased. The supply and demand ratio of department stores, chain stores and retail service posts is close to 0.26: 1, and post demand is far more than that of personnel supply. In addition, small and micro enterprises in less developed areas also have difficulties in recruiting workers. Influenced by traditional concepts and welfare benefits, young people of the right age are more willing to apply for jobs in big cities and big enterprises.
The survey shows that the annual turnover rate of labor-intensive enterprises and private enterprises is as high as 60%. Due to the lack of fair and equal public services and poor sense of belonging, resignation became inertia during the long holidays and busy farming hours.
The essence of recruitment is the contradiction of employment structure. Li Zhen further analyzed that from the perspective of age structure, it is difficult to recruit young general practitioners under 35 years of age; from the perspective of skill structure, it is more difficult to recruit senior managers and skilled workers.
Recruitment is hard to explain.
Data show that the total surplus labor force in rural areas of Henan province is about 32 million, while last year's total transfer amount reached 26 million 600 thousand, excluding entrepreneurship, part-time employment and unemployment. Experts believe that by the end of 12th Five-Year, the transfer of rural labor force in our province will reach a peak.
The latest survey on the situation of migrant workers in our province after the festival shows that the proportion of newly transferred labor force in the rural labor transfer group in 2014 was 3.2%, which decreased by 0.4 and 0.9 percentage points respectively compared with that in 2013 and 2012.
Li Zhen said, recruitment difficulties to some extent reflect the progress of society and the change of people's concept. With the development of economy and society, the era of unlimited supply of rural labor resources is coming to an end, and the demographic dividend is gradually weakening. "Facing the new task of recruiting difficulties, we must pay more attention to the promotion of the value of labor force, pay more attention to the coordinated development of urban and rural areas, and continuously enhance the competitive advantage of our province's human resources." Li Zhen emphasized.
