Because of the rising cost of production factors, the appreciation of RMB and the impact of the international financial crisis this year, the survival environment of garment enterprises is becoming more and more difficult.

To help enterprises seize the opportunity in the export market, Huangdao inspection and Quarantine Bureau will help export garment enterprises as the focus of supporting the development of foreign trade. Six measures have been put forward to form multi-level, flexible and effective supervision and assistance to enterprises, and to increase support for export garment enterprises.

We should promote the new mode of inspection and supervision, improve the effectiveness of work, increase the implementation of the process supervision and inspection mode of export garment production enterprises, reduce the sampling frequency of enterprises, shorten the time of shipment and reduce the cost of customs clearance.

At present, 10 export garment enterprises have implemented the process inspection mode, and the export batch accounts for more than 85% of the total export clothing inspection.

Change the focus of daily inspection and improve the quality of export garments.

We should comprehensively strengthen the inspection of the export clothing safety, health and anti fraud projects, make full use of the inspection resources in the Shandong inspection and quarantine system, and provide technical services and protection for enterprises.

Implementing classified management to encourage enterprises to improve their management level.

The Huangdao bureau takes the classified management of export enterprises as an important means to strengthen and promote exports. At present, two enterprises of one category plan to promote 3 or three types of enterprises to two categories of management.

To help export garment enterprises establish and improve the quality management and environmental management system.

We should actively help enterprises to establish and improve ISO9000 management system, and recommend the introduction of ISO9000 quality management system to many enterprises.

We should strengthen the inspection and quarantine laws and regulations, and publicize domestic and foreign technical regulations, and actively carry out enterprise quality inspection and consultation training of technical personnel.

Through training, the ability and level of key personnel in enterprises will be further improved.

Implementation of risk early warning system.

The Huangdao bureau should give full play to its advantages in technology, information and management, strengthen publicity and consultation on policies and regulations, and inform enterprises in a timely manner that information about risks and early-warning such as foreign recall, return, export disqualification, etc., should be notified to guide enterprises to actively respond to foreign technical trade measures.
