Registration Reform Ends The "Illegal" Good Deeds Of Public Organizations

< p > May 16th, China issued the charity Blue Book: China charity development report (2014). The report points out that a large number of public welfare organizations in China are in an "illegal" state of doing good deeds, and the reform of registration system will bring Chinese public welfare organizations' upsurge of feet washing ashore.

By the end of 2013, there were 541 thousand social organizations in the country, up 8.4% from 499 thousand in 2012.

    < p > blue book points out that in 2013, the most far-reaching reform is social organization < a href= "http://www.91se91.com/news/index_c.asp" > registration < /a > system reform.

For a long time, a large number of non-governmental organizations in China have been unable to register because of the dual management system. Therefore, the lack of legitimacy in the existing system has become a major obstacle to the development of non-governmental organizations.

The "double management" system refers to the registration management organs of social organizations at all levels, but before registration, it is necessary to find a "business competent unit" first.

However, the relevant functional departments are often reluctant to act as "mother-in-law" of social organizations for evading their own risks. This leads to the fact that a large number of public welfare organizations in China are in an "illegal" state of doing good.

< p > after many practices and explorations since 2009, the national development and Reform Commission, rather than the Civil Affairs Department, launched the first reform policy allowing direct registration of charitable organizations.

This policy was fully affirmed in the third Plenary Session of the 18th CPC Central Committee in late 2013 and included in the decision of the Central Committee of the Communist Party of China on a number of major issues concerning the comprehensive < a href= "http://www.91se91.com/news/index_c.asp" > deepening reform < /a >.

Although Guangdong, Shenzhen and other places have carried out many years of reform and exploration of the direct registration system of charitable organizations, the exploration is still confined to the place. This reform is nationwide. It releases the signal that the system fully accepts public charitable organizations. With the implementation of various governments, it is believed that the reform of registration system is bound to bring the upsurge of Chinese charity organizations' "washing their feet ashore".

< p > > a href= "http://www.91se91.com/news/index_c.asp" > blue book < /a >, however, we should also see that after removing the "hard threshold", there are still a lot of "soft constraints" on the non-governmental charitable organizations, including the name of the organization, the scope of business, the registered capital, the office space and other issues, which continue to restrict the registration of social organizations, and this restriction is more subtle.

In addition, some sensitive labour service institutions and the registration of foreign-related public organizations have not been released. They were originally published in many documents in 2013, but were subsequently deleted.

All these are worthy of our hope to see further reforms and breakthroughs in 2014.

< p > under the background of registration system reform, as of the end of 2013, there were 541 thousand social organizations nationwide, up 8.4% from 499 thousand in 2012.

There were 286 thousand social organizations, an increase of 5.5% over the 271 thousand in 2012.

The foundation has 3496, an increase of 15.4% over the 3029 in 2012.

251 thousand private non enterprise units, an increase of 11.56% over the 225 thousand in 2012.

< p > May 16, 2014, the charity blue book entitled "charity development report of China (2014)" issued by the China charity charity Promotion Association of Lingshan, the social policy research center of the Chinese Academy of Social Sciences and the Social Science Literature Publishing House, was held in Wuxi.
