    Registration Reform Ends The "Illegal" Good Deeds Of Public Organizations

    < p > May 16th, China issued the charity Blue Book: China charity development report (2014). The report points out that a large number of public welfare organizations in China are in an "illegal" state of doing good deeds, and the reform of registration system will bring Chinese public welfare organizations' upsurge of feet washing ashore.

    By the end of 2013, there were 541 thousand social organizations in the country, up 8.4% from 499 thousand in 2012.

    The "double management" system refers to the registration management organs of social organizations at all levels, but before registration, it is necessary to find a "business competent unit" first.

    However, the relevant functional departments are often reluctant to act as "mother-in-law" of social organizations for evading their own risks. This leads to the fact that a large number of public welfare organizations in China are in an "illegal" state of doing good.

    < p > after many practices and explorations since 2009, the national development and Reform Commission, rather than the Civil Affairs Department, launched the first reform policy allowing direct registration of charitable organizations.

    This policy was fully affirmed in the third Plenary Session of the 18th CPC Central Committee in late 2013 and included in the decision of the Central Committee of the Communist Party of China on a number of major issues concerning the comprehensive < a href= "http://www.91se91.com/news/index_c.asp" > deepening reform < /a >.

    Although Guangdong, Shenzhen and other places have carried out many years of reform and exploration of the direct registration system of charitable organizations, the exploration is still confined to the place. This reform is nationwide. It releases the signal that the system fully accepts public charitable organizations. With the implementation of various governments, it is believed that the reform of registration system is bound to bring the upsurge of Chinese charity organizations' "washing their feet ashore".

    In addition, some sensitive labour service institutions and the registration of foreign-related public organizations have not been released. They were originally published in many documents in 2013, but were subsequently deleted.
